CALL TO ORDER The meeting was called to order by Chairman Sharp at 5:13 p.m. in the City Council Chambers, 300 Centennial Way, Tustin, California. 2. ROLL CALL Agency Members Present: Edgar, Hoesterey, Kennedy, Saltarelli, Sharp Agency Members Absent: None Others Present: James G. Rourke, City Attorney William A. Huston, City Manager Mary E. Wynn, City Clerk Mike Brotemarkle, Comm. Dev. Director Ken Fleagle, Planning Consultant Bob Ledendecker, Director of Public Works Roy Gonzales, Personnel Director Royleen White, Community Services Director Approximately 22 in the audience 3. APPROVAL OF MINUTES It was moved by Edgar, seconded by w~-nedy, to approve the minutes of the November 16, 1981, meeting. Motion carried 5-0. 4. IRVINE BLVD. STORM DRAIN FACILITY As recommended in the memo dated November 17, 1981, prepared by the Engi- neering Department, it was moved by Saltarelli, seconded by Edgar, to adopt Resolution No. RDA 81-14, and assuming no claims or stop payment notices are filed within 30 days of the date of recordation of the Notice of Completion, authorize payment of the final 10% retention amount ($16,006.60) at that time: RESOLUTION NO. RDA 81-14 - A Resolution of the Tustin Community Rede- velopmeat Agency of the City of Tustin ACCEPTING 'WORKS "OF IMPROVEMENT AND AUTHORIZING RECORDATION OF NOTICE OF COMPLETION (Desatoff Con- struction Company - Irvine Boulevard Storm Drain Facility No. F07P13 and SIP 14) Carried 5-0. 91 5, BID AWARD- NEWPORT AVE. BIKE TRAIL BERM CURB REPLACEMENT Bids for subject project were received as follows: Alfredo's Excavating & Paving Coast., Azusa $13,147.50 Dyno Construction, San Dimas $14,922.86 American Construction, Buena Park $14,956.65 Luz Pina General Engineering, Los Alemitos $15,195.54 John Jezowski, Inc., Santa Ana $20,834.75 The low bid is 0.60% below the Engineer's estimate, with $22,000.00 in RDA funds presently allocated for this work. Pursuant to the recommendation in the memo dated November 30, 1981, pre- pared by the Engineering Department, it was moved by Saltarelli, seconde~ by Edgar, to award the contract for subject project to Alfredo's Excavat- ing and Paving Construction, Azusa, in the amount of $13,147.50. Motion carried 5-0. 86 6. APPROVAL OF DEMANDS As recommended in the affidavit dated December 1, 1981, prepared by the Finance Department, it was moved b~ Saltarelli, seconded by Edgar, to approve the listing of demands in the amount of $429,991.18 as suhnitted in accordance with Section 37208 of the Government Code. DESIGN REVIEW- 160 PROSPECT AVENUE The Community Development Director presented the staff report and recom- mendation that the Agency approve the architectural plans and deny use of tandem parking spaces. Agency/staff discussion followed. Mr. Saltarelli stated that if the developer is willing to provide more parking, even tandem, it would be of benefit. It was then moved by Saltarelli, seconded by Edgar, to approve the architectural plans including the use of tandem parking spaces and that they be clearly identified as such. Mr. Hoesterey expressed his opposition to tandem parking as being very frustrating and poorly designed. Mrs. Kennedy concurred. Motion carried 3-2, Hoesterey and Kennedy opposed. 81 In response to Mr. Edgar's inquiry regarding the widening of Prospect and the possibility of widening the entire road, the Director of public Works stated this could be pursued under the Redevelopmeat Agency. The City Manager added that staff will check into the matter and report back to the Agency · 8. CONSULTANT SELECTION - EL CAMINO REAL/MAIN ST. IMPROVEMENT PROJECT As recommended in the memo dated December 2, 1981, prepared by the Direc- tor of Public Works, it was moved by Hoesterey, seconded by Saltarelli, to continue the matter to December 21, 1981. Mr. Edgar expressed concerns over delay of the project, and stated that the Agency had previously been informed the project would be completed in May/June, 1982. The Director of public Works responded that the May/June completion date was an error and that this continuance would not delay the project. Motion carried 5-0. 95 9. PRELIMINARY PLAN FOR SOUTH/CENTRAL REDEVELOPMENT PROJECT pursuant to the memo dated December 7, 1981, prepared by Dr. Fleagle, Planning Consultant, it was moved by Hoesterey, seconded by Edgar, to adopt Resolution No. RDA 81-13. RESOLUTION NO. RDA 81-13 - A Resolution of the Redevelopmeat Agency of the City of Tustin ADOPTING A PRELIMINARY PLAN FOR THE SOUTH/CENTRAL REDEVELOPMENT pROJECT Dr. Fleagle advised the Agency that a finalized map and legal description are being prepared by the City Engineer under consultant contract. In order to avoid new impositions on descriptions and increase in fees that take effect January 1, 1982, staff will attempt to submit the documents to the Board of Equalization prior to that date. Agency approval of the resolution will authorize staff to proceed in that direction. This is one project with two separate project areas. Motion carried 5-0. 81 10.
