STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT TO RECEIVE BIDS FOR THE ROBINSON DRIVEXELLER DRIVE PEDESTRIAN ENHANCEMENTS (CIP NO. 40083) AND BROWNING AVENUE/PARKVIEW WAY PEDESTRIAN ENHANCEMENTS (CIP NO. 40084) SUMMARY The plans and specifications for the Robinson Drive/Keller Drive Pedestrian Enhancements (CIP No. 40083) and Browning Avenue/Parkview Way Pedestrian Enhancements (CIP No. 40084) have been prepared and the project is now ready to bid. RECOMMENDATION It is recommended that City Council adopt Resolution No. 12-76 approving the plans and specifications for the Robinson Drive/Keller Drive Pedestrian Enhancements (CIP No. 40083) and Browning Avenue/Parkview Way Pedestrian Enhancements (CIP No. 40084) and authorize the City Clerk to advertise and receive bids. FISCAL IMPACT Funding has been budgeted and appropriated in this fiscal year's Capital Improvement Program; ninety percent (90%) of the funding for these improvements is provided from a successful grant application through the California Department of Transportation (Caltrans) Safe Routes to School (SR2S) Program — Cycle 10 and the minimum required local agency match is being provided by the Gas Tax Fund (Fund 130). DISCUSSION In a letter from Caltrans dated July 3, 2012, the City of Tustin was notified that funding under Cycle 10 of the State - legislated Safe Routes to School (SR2S) Program had been approved for pedestrian enhancements on Robinson Drive/Keller Drive and on Browning Avenue/Parkview Way. The work will include installation of In-Roadway Warning Lights (IRWL's) at both locations, along with flashers, signs, sidewalk and ADA ramp improvements. Power will be delivered using solar panels. It further states that the City may proceed with the project and that any work performed after September 11, 2012 will be eligible for reimbursement. Notices of Exemption for the Robinson Drive/Keller Drive Pedestrian Enhancements (CIP No. 40083) and Browning Avenue/Parkview Way Pedestrian Enhancements (CIP No. 40084) have been prepared and will be recorded with the County of Orange following City Council approval of the plans and specifications. Dire6tor'Of Public Works/City Engineer Attachment 1: Resolution No. 12-76 Attachment 2: Location Maps (2) S:\City Council ltems\2012 Council ltems\Approve P&S for Pedestrian Enhancements (CIP Nos. 40083 & 40084).doex ATTACHMENT 1 RESOLUTION NO. 12 -76 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE ROBINSON DRIVE/KELLER DRIVE PEDESTRIAN ENHANCEMENTS CIP NO. 40083 AND THE BROWNING AVENUE /PARKVIEW WAY PEDESTRIAN ENHANCEMENTS CIP NO. 40084, AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of the Robinson Drive /Keller Drive Pedestrian Enhancements CIP No. 40083 and the Browning Avenue /Parkview Way Pedestrian Enhancements CIP No. 40084; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, these projects are categorically exempt from the requirements of the California Environmental Quality Act (CEQA); Class 1, Section 15301: Existing Facilities; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Robinson Drive /Keller Drive Pedestrian Enhancements CIP No. 40083 and Browning Avenue /Parkview Way Pedestrian Enhancements CIP No. 40084 BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 201h day of November, 2012.
