STACK, DIRECTOR OF PUBLIC WORKS /CITY ENGINEER AWARD OF CONSTRUCTION CONTRACT FOR TUSTIN LEGACY FIRE STATION — RELOCATION OF STATION #37 (CIP NO. 10048) SUMMARY Bids for the Tustin Legacy Fire Station — Relocation of Station #37 have been received and a construction contract is ready to be awarded. RECOMMENDATION It is recommended that the City Council award the construction contract for the Tustin Legacy Fire Station — Relocation of Station #37 to the lowest responsive /responsible bidder, Erickson -Hall Construction Company, in the amount of $4,192,000.00 and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT The project is funded by Community Facilities District (CFD) 06 -01 Funds (434). Sufficient funds in the amount of $4,847,005 have been budgeted and appropriated in the Fiscal Year 2012 -2013 Capital Improvement Program available to cover construction related expenditures. DISCUSSION On July 17, 2012, the City Council approved the plans and specifications for construction of the Tustin Legacy Fire Station — Relocation of Station #37 (CIP No. 10048) and authorized the City Clerk to advertise to receive bids from the five (5) pre - qualified general contractors approved by the City Council on October 4, 2011. The engineer's estimate for construction of the Fire Station is $3,894,980. The pre - qualification procedure was selected for the Tustin Legacy Fire Station #37 due to the very specialized nature of construction, the need to comply with the State Health and Safety and Building Code requirements for "Essential Services" buildings, and the desire to achieve a United States Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) certification. Four (4) formal bids were received from the pre - qualified list of potential bidders and were publicly opened on November 1, 2012 and reviewed by Public Works. The references for Erickson -Hall Construction Company have indicated good performance satisfaction. Griffin Structures will provide construction management, administration, and related services as required to coordinate the work of the General Contractor with the activities and responsibilities of the City's Public Works Department, Building Department, Orange County Fire Authority, and project architect design team to complete the project in accordance with the City's objectives for cost, time and quality. Essential services buildings are unique and require greater expertise, skill and knowledge than that of a regular construction project. It is defined in the State Building Code as "buildings designed and constructed to resist gravity forces, to minimize fire hazards and resist, insofar as practical, the forces generated by winds and major earthquakes of the intensity and severity of the strongest anticipated at the building site without catastrophic collapse... capable of providing essential services to the public after a disaster." In addition to necessary geotechnical testing and special inspection, Division of State Architect (DSA) required inspections pursuant to Section 16007 of the California Health and Safety Code will be provided.
