STACK, DIRECTOR OF PUBLIC WORKS /CITY ENGINEER SUBJECT: ACCEPT IMPROVEMENTS FOR THE ANNUAL ROADWAY REHABILITATION AND CITYWIDE SIDEWALK REPAIR PROJECT CIP NO. 70001 AND THE RED HILL AVENUE REHABILITATION PROJECT BETWEEN VALENCIA AVENUE AND EDINGER AVENUE CIP NO. 70212, INCORPORATING THE ORANGE COUNTY SANITATION DISTRICT GISLER —RED HILL SEWER SYSTEM IMPROVEMENTS AND AUTHORIZE THE CITY ENGINEER TO FILE A NOTICE OF COMPLETION SUMMARY Construction of the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70001 and the Red Hill Avenue Rehabilitation Project between Valencia Avenue and Edinger Avenue CIP No. 70212, which includes the Orange County Sanitation District (OCSD) Gisler —Red Hill Sewer System Improvements, Reach B, Contract No. 7 -37 have been completed to the satisfaction of the City Engineer and the project is now ready for City Council acceptance. RECOMMENDATION It is recommended that the City Council: Adopt Resolution No. 12 -110 accepting the construction of the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70001 and the Red Hill Avenue Rehabilitation Project between Valencia Avenue and Edinger Avenue CIP No. 70212, which includes the OCSD Gisler —Red Hill Sewer System Improvements, Reach B, Contract No. 7 -37; and Authorize the City Engineer to execute and file the Notice of Completion with the County Recorder's Office. FISCAL IMPACT The final construction cost for the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project and the Red Hill Avenue Rehabilitation Project is $1,747,456 including an authorized contract change order in the amount of $25,863 or 1.5 %. The projects were partially funded with a remaining allocation of Proposition 1B funds of $234,818 and Measure M Turnback funds of $207,458. The total construction cost includes $52,372 of work related to and reimbursed by the Orange County Sanitation District. DISCUSSION The CIP No. 70001 project consisted of asphalt concrete repair and overlay; crack routing and slurry sealing; removal and replacement of damaged sidewalk to correct tripping situations; and traffic striping and markings within Zone 7 of the City's Pavement Management System. Annual Roadway Rehabilitation and Citywide Sidewalk Repair CIP 70001 December 18, 2012 Page 2 Additionally, CIP No. 70212 consisted of pavement rehabilitation on Red Hill Avenue between Valencia Avenue and Edinger Avenue, incorporating the modification of five sewer manholes on Red Hill Avenue under an amendment to an existing reimbursement agreement with the Orange County Sanitation District. Construction of the project is deemed complete to the satisfaction of the City Engineer and is now ready for City Council acceptance. Stack, P.E. Public Works /City Engineer Attachment 1: Resolution No. 12 -110 S: \City Council Items\2012 Council Items \NOC Roadway Rehab (CIP 70001) & Red Hill Rehab (CIP 70212).docx RESOLUTION NO. 12 -110 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE ANNUAL ROADWAY REHABILITATION AND CITYWIDE SIDEWALK REPAIR PROJECT CIP NO. 70001 AND THE RED HILL AVENUE REHABILITATION PROJECT BETWEEN VALENCIA AVENUE AND EDINGER AVENUE CIP NO. 70212, INCORPORATING THE ORANGE COUNTY SANITATION DISTRICT GISLER —RED HILL SEWER SYSTEM IMPROVEMENTS WHEREAS, R.J. Noble Company, having a contract with the City of Tustin to construct the hereinafter described public works and improvement; and WHEREAS, the City Engineer has duly certified to the construction and completion of said public improvement hereinafter mentioned in a manner satisfactory to the City Council of the City of Tustin; and WHEREAS, the City Council finds that said contractor has completed said public improvement hereinafter more particularly described in accordance with the provisions of the contract documents and the Notice of Completion, and acceptance of said public works and improvement should be filed and payment of the balance due said contract authorized in accordance with the contract documents; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that said public works and improvement is found to be complete, and the same is hereby accepted. Said public works and improvement is more particularly described as follows: • Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70001; Red Hill Avenue Rehabilitation Project between Valencia Avenue and • Edinger Avenue CIP No. 70212, incorporating the Orange County Sanitation District Gisler —Red Hill System Improvements, Reach B, Contract No. 7 -37 BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
