Meeting called to order by Chairman Sharp.
Present: Members: Sharp, Welsh, Edgar, Saltarelli.
Absent: Members: Schuster.
Moved by Welsh, seconded by Edgar, that minutes of July 5, 1977,
meeting be approved. Carried.
1. RESOLUTION NO. RDA 77-17
A Resolution of the Redevelopment Agency of the City of
Tustin ADOPTING THE AGENCY BUDGET AND APPROPRIATING
REVENUE FOR THE FISCAL YEAR 1977-78.
Moved by Edgar, seconded by Welsh, .that Resolution No. RDA 77-17
be adopted. Carried unanimously.
2. EXCLUSIVE AGENT FOR SENIOR CITIZENS HOUSING
Report presented by Mr. Bopf with following suggested alter-
natives:
1. The Redevelopment Agency should consider criteria upon
which selection of an exclusive agent might be made.
2. The land could be assembled by the Redevelopment Agency
itself, insuring the most desirable location and the
least amount of condemnation activity.
3. The Redevelopment Agency could then entertain proposals
from any and all contractors or corporations that wish
to sponsor, either through private funds or HUD funds,
the construction of an attractive senior citiZen complex.
4. A particular firm or corporation could obtain their own
land and then propose a development to the Redevelopment
Agency and seek its endorsement as an exclusive agent.
Council discussed needs for such a development, possible sites
for senior citizen housing including E1 Camino Real, Second
Street and other alternatives presented. Council concurred that
there be a staff study of feasibility of the E1 Camino, Second
Street area becoming project site and then consider appointing
exclusive agent.
Mr. Tony Coco asked if package presented to Council had been
made available to developers or agents and spoke for continu-
ance of this matter. Copy of report given to Mr. Coco.
Moved by Welsh, seconded by Edgar, that action on this matter
be postponed until further information is forwarded by the
staff to the Agency. Carried.
1. Councilman Saltarelli recognized presence of Mr. Bob Wilson,
former Mayor of Costa Mesa.
2. POWER POLES - REAR OF PROPOSED VON'S MARKET
Staff to report on costs and opportune time to remove poles and
underground utilities and requirements for undergrounding at
time of Use Permit.
