The meeting was called to order at 11:46 p.m.
Ail members present,
1. 1977-78 REDEVELOPMENT AGENCY BUDGET
It was noted that this public hearing had been continued from the
June 6th meeting in an open manner.
There being no comments or objections from the audience, it was
moved by Edgar, seconded by Welsh, that the public hearing be
closed and continued to the n~xt meeting of July 5, 1977.
Carried unanimously.
1. RESOLUTION NO. RDA 77-11
A Resolution of the Community Redevelopment Agency of the
City of Tustin, CONCURRING WITH AND GRANTING APPROVAL OF
THE SWENSEN'S SIGN PERMIT ACCORDING TO THE CONDITIONS SET
FORTH BY THE CITY COUNCIL OF THE CITY OF TUSTIN.
Moved by Schuster, seconded by E~ar, that Resolution No. 77-11
be passed and adopted. Carried. Ayes: Sharp, Welsh, Edgar,
Saltarelli, Schuster. Noes: none. Absent: none.
2. RESOLUTION NO. RDA 77-12
A Resolution of the Community Redevelopment Agency of the
City of Tustin, CONCURRING WITH FINDINGS ON THE DEVELOPMENT
OF PROPERTY AT 218 EL CAMINO REAL AND GRANTING APPROVAL
SUBJECT TO CONDITIONS.
Mgyed by Schuster, seconded by Welsh, that Resolution No. RDA
77-12 be adopted, subject to previous Council comments concern-
ing parking.
Mr. John Prescott, 18752 East 17th Street, Santa Ana, commented
on insufficient notice given surrounding property owners who
would be impacted by Redevelopment Agency actions, both gener-
allY speaking and in regard to this item, which he felt would
permit overbuilding with insufficient parking.
Council requested that staff develop for their review a set of
procedures to provide greater public visibility of Redevelopment
Agency activity.
Mr. Bopf_ noted that all other redevelopment actions are given
notice, but in this case the matter was governed by an Ordinance
(No. 510) providing exact administratiVe procedure allowing
payment of fees in lieu of providing parking.
Council agreed that Ordinance No. 510 should be agendized for
review at the next meeting.
Council and staff clarified the intent of the motion on sale of
the Old City Hall property with respect to parking accommodation;
it was noted that the motion included the City Hall site and
the barber shop site, the "entire project".
Councilman Saltarelli recommended approving this action, and
the bidder be permitted to pay in-lieu fees pending resolution

ADJOURNMENT
of the parking deficiency to the greatest degree possible
through the efforts of the bidder and staff, and the fees
could be refunded upon provision of parking on the site.
Mrs. Clem requested that they be permitted to remit parking
in-lieu fees prior to occupancy, rather than prior to issuance
of building permits.
It was the consensus of the Council that this would be
acceptable.
Above motion to adopt Resolution No. 77-12 carried. Ayes:
Sharp, Welsh, Edgar, Saltarelli, Schuster. Noes: none.
Absent: none.
4. RESOLUTION NO. RDA 77-13
A Resolution of the Community Redevelopment Agency of
the City of Tustin, AUTHORIZING THE REMODELING OF THE
JACK-IN-THE-BOX RESTAURANT FACILITIES AT 14002 NEWPORT
AVENUE.
5. RESOLUTION NO. RDA 77-14
A Resolution of the Community Redevelopment Agency of
the City of Tustin, APPROVING THE LARWIN SQUARE CONCEP-
TUAL PLANS SUBJECT TO THE STAFF WORKING OUT ANY DEFICI-
ENCIES IN THE PLAN AS DISCUSSED IN THE REPORT FROM THE
PLANNING COMMISSION.
6. RESOLUTION NO. RDA 77-10
A Resolution of the Community Redevelopment Agency of the
City of Tustin, CONCURRING WITH FINDINGS OF THE TUSTIN
CITY COUNCIL AND APPROVING THE PARCEL MAP 77-95 FOR
LARWIN SQUARE.
Moved by Edgar, seconded by welsh, that Resolutions RDA 77-13,
77-14, and 77-10 be passed and adopted. Carried. Ayes: Sharp,
Welsh, Edgar, Saltarelli, Schuster. Noes: none. Absent: none.
There being no further business before the Agency, it was moved
by Welsh, seconded by Edgar, that the meeting be adjourned.
Carried unanimously. (12:08 a.m.)
