Binsack, Zoning Administrator PUBLIC CONCERNS: None. CONSENT CALENDAR: None. PUBLIC HEARING: 1. CONDITIONAL USE PERMIT 2012-16 – to operate a dog grooming, daycare, and boarding facility in an existing 5,300 square foot tenant space at 3065 Edinger Avenue. APPLICANT: JENNIFER ALLEN CERVANTES THE DOGSLAND 11 CAMINO DEL ORO RANCHO SANTA MARGARITA, CA 92688 PROPERTY OWNER: MICHAEL FREEDMAN 3242 HALLADAY STREET, SUITE 101 SANTA ANA, CA 92705 ENVIRONMENTAL STATUS: THIS PROJECT IS CATEGORICALLY EXEMPT (CLASS 1) PURSUANT TO SECTION 15301 OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT. RECOMMENDATION: That the Zoning Administrator adopt Zoning Administrator Action 12-006 approving Conditional Use Permit 2012-16 (CUP 2012-16) to operate a dog grooming, daycare, and boarding services business at 3065 Edinger Avenue. The meeting opened at 10:40 a.m. Zoning Administrator Action Agenda December 19, 2012 Page 2 Edmelynne Hutter gave the presentation for CUP 2012-16. The Zoning Administrator asked the applicant, Jennifer Cervantes, if she had read the report and understood the Conditions of Approval. The Zoning Administrator opened the public hearing. Ms. Cervantes indicated that she had read the report and Conditions of Approval and had no questions regarding either. Ms. Cervantes stated that the operations of her proposed business will be able to comply with the Conditions. Thomas Elston, a neighboring property owner, spoke in favor of the proposed project; however, expressed concerns regarding noise control. Ms. Cervantes described the layout of the proposed facilities and ensured Mr. Elston that noise would not impact his business. Delfina Hernandez spoke in favor of the proposed business, and also ensured Mr. Elston that they would strive to be good neighbors to surrounding businesses. The Zoning Administrator indicated that noise would only become an issue if it created an ongoing nuisance, and that Mr. Elston should report to the City if such ongoing nuisances were to occur. The Zoning Administrator closed the public hearing. The Zoning Administrator approved Zoning Administrator Action No. 2012- 006, approving Conditional Use Permit 2012-16. REGULAR BUSINESS: None.
