PUBLIC HEARING (ITEM 1) CODE AMENDMENT 99-001 (ORDINANCE NO. 1225) Code Amendment 99-001 would add a boarding house as a conditionally permitted use in the Suburban Residential (R-4) Zoning District; and establish development standards for boarding houses, amend related definitions, and. remove group dwelling as a permitted use in the R-4 Zoning District. Recommendation by the Community Development Department: 1. Open and close the Public Hearing. 2. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation: Approve Demands in the amount of $2,232,192.67 and ratify PaYroll in the amount of $797,199.93. PLANNING COMMISSION ACTION AGENDA- DECEMBER 13, 1999 All actions of the Planning Commission become final unless appealed by the City Council or member of the public. Recommendation: Ratify the Planning Commission Action Agenda of December 13, 1999. RESOLUTION NO. 00-I- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, MODIFYING THE DESIGNATED POSITIONS CONTAINED IN THE CONFLICT OF INTEREST CODE OF THE CITY OF TUSTIN Recommendation: Adopt Resolution No. 00-1 modifying the Appendix (Designated Positions) contained in the City's Conflict of Interest Code to add the positions of Principal Planner and Audit Committee Member as recommended by the City Clerk's Office. APPROVAL OF CONSULTANT SERVICES AGREEMENT FOR ARCHITECTURAL AND LANDSCAPE DESIGN SERVICES FOR THE MASTER PLAN OF LEMON TREE PARK (PROJECT NO. 2046) Recommendation: Authorize the Mayor and City Clerk to execute a Consultant Services Agreement with the firm of RJM Design Group for the Lemon Tree Park Master Plan in the amount of $37,150.00 as recommended by the Parks and Recreation Department. MCAS TUSTIN" SUBCOMMITTEE OF CITY OF TUSTIN CITY COUNCIL TO SERVE AS MEMBERS OF THE TECHNICAL DEVELOPMENT EVALUATION TEAM FOR TUSTIN LEGACY PROJECT Recommendation: Appoint Mayor Worley and 'Councilmember Saltarelli to the MCAS Tustin Subcommittee to represent the City Council on Tustin Legacy matters with the Federal Government and to serve as members of the Technical Development Evaluation Team to evaluate potential Master .Developers for the Tustin Legacy project as recommended by the Mayor. 11. DENIAL OF CLAIM NO. 99-44- CLAIMANT, JAY BANKS Recommendation: Deny subject claim and direct the City Clerk to send notice to the claimant and the claimant's attorney as recommended by the City Attorney. REGULAR BUSINESS (ITEM 12) 12. CITY COUNCIL COMPENSATION At their meeting on December 6, 1999, the City Council approved an increase in 'their compensation from $500.00 per month to $675.00 per month effective December 2000. Recommendation by the City Clerk's Office: 1. Have first reading by title only of Ordinance No. 1227. 2. The City Council shall convene in closed session to confer with the City Attorney regarding pending litigation to which the City is a party: El Toro Reuse Planning Authority, et.al, vs. Orange County Board of Supervisors, et.al., Case No. 710121. ADJOURNMENT . The City Council has scheduled a joint meeting with the Audit Committee on MOnday, January 17, 2000, at 5:30 p.m. in the Community Center; and the next regular meeting of the City Council is scheduled for Monday, January 17, 2000, at 7:00 p.m. in the Council Chamber at 300 Centennial Way.
