MEMBERS OF THE CITY COUNCIL TRACY WILLS WORLEY, MAYO/R,~L'LJ MCAS-TUSTIN SUBCOMMITTEE OF CITY OF TUSTIN CITY COUNCIL TO SERVE AS MEMBERS OF THE TECHNICAL DEVELOPMENT EVALUATION TEAM FOR TUSTIN LEGACY PROJECT SUMMARY Formalize the role of the two-member MCAS-Tustin Subcommittee to represent the City Council on Tustin Legacy matters with the federal government and to serve as members of the City and Redevelopment Agency's Technical Development Evaluation Team to recommend selection of prospective developers for the Tustin Legacy project. RECOMMENDATION Formally appoint Mayor Worley and Councilmember Saltarelli, the MCAS-Tustin Subcommittee to represent the City Council on Tustin Legacy matters with the federal government and to serve as members of the Technical Development Evaluation Team to evaluate potential Master Developers for the Tustin Legacy project. FISCAL IMPACT None at this time. BACKGROUND Over the next several months, the City and Redevelopment Agency will continue to have discussions with the Navy on Tustin Legacy issues such as the acquisition of the MCAS-Tustin site through the Economic Development Conveyance (EDC) mechanism, leasing, caretaker services and environmental remediation. Acquired technical knowledge about the project and the continuity in the City's interface with the federal government and prospective developers is extremely important. While a MCAS-Tustin Subcommittee of the City Council comprising Councilmember Saltarelli and myself was previously recognized by the City Council, a more formal recognition of the Subcommittee's role is now appropriate. As previously described in a memorandum to the City Council on September 20, 1999, Redevelopment Agency staff are issuing developer solicitations for three disposition sites in the Tustin Legacy project for the purpose of City and Agency qualifying, Evaluation Team for Legacy Project Page 2 evaluating and ultimately selecti.ng Master Developers in each site. This approach is consistent with the adopted MCAS-Tustin Business Plan and Disposition Strategy. The three sites can be described as follows: Medium-High Density Residential (EDC package #1) · 25.3 _+ acre site, 16 to 25 dwelling units per acre. · Adjacent to major roadway links, transit, and existing residential communities. · Two-step competition: Submittal of Qualifications Statement is first step. CommerciallOfficelR&DIIndustrial RFQ (EDC package #5) · 248.8 _+ minimum acre site (with potential opportunity for additional 16.3 _+ acres. · Opportunity for commercial master-development with diverse potential uses to suit the market. · Two-step competition: Submittal of Qualifications Statement is first step. Commercial Retail RFP (EDC package #6A) 40.6 _+ acre site (with potential opportunity for additional 16.3 _+ acres). · Highly visible site at major arterial intersection; excellent "big box" opportunity. · Single-step competition: Request for Proposals. The first two sites (EDC packages #1 and #5) will involve a two-step process; a Request for Qualifications (RFQ) followed by a Request for Proposals (RFP). A one-step Request for Proposal process' is being utilized for the Commercial Retail site (EDC package #6A). In the RFQ process, the first stage of the selection process is a review and evaluation of responses to the RFQ. The focus of the review and evaluation will be on the developer's experience in the design, financing, and construction of large projects of similar caliber, and the development entity's financial strength. After the review of the developer's qualifications, two to three finalists will be selected who will then proceed to the second step of the selection process. During the second step, each finalist selected through step One of the selection process will be required to formulate and prepare a proposed Business Plan and pro forma in order to proceed through the completion of the selection process. All respondents on the one-step RFP process for the Commercial Retail site would also submit this requested information in response to the RFP. Attachment A is a brief summary of the Developer Selection Process. As noted in the Attachment, a Technical Development Evaluation Team will assess the potential Master Developer qualifications statements and proposals in response to the RFQ/RFPs. That team will be comprised of City and Redevelopment Agency staff, outside consultants with specific expertise in areas such as financing, etc., and the two member MCAS- Tustin Subcommittee of the City Council. Prior to proceeding to milestone decisions noted with an asterisk in the Attachment, a full briefing of the City Council and Agency will occur. Council in the evaluation process, I would request that the City Council formally recognize the City Council MC^S-Tustin Subcommittee's role on the Technical Development Evaluation Team. It is recommended that the two members of the City Council authorized as the MCAS-Tustin Subcommittee, Councilmember Saltarelli and myself be formally recognized as representing the City Council on the Evaluation Team.
