HUSTON, EXECUTIVE DIRECTOR TO: FROM: OFFICE OF THE CITY CLERK SUBJEOTi CONFLICT OF INTEREST CODE- DESIGNATED POSITIONS SUMMARY: On a regular basis, the Tustin Community Redevelopment Agency is required to review its Conflict of Interest Code and make changes or additions as needed. RECOMMENDATION Adopt Resolution No. RDA 00-1 modifying the Appendix, Designated Positions, contained in the Redevelopment Agency's Conflict of Interest Code to add the position of Project Area Committee Member. FISCAL IMPACT None BACKGROUND The Appendix (Designated Positions) defines those employees or officials who are required to file Statements of Economic Interests (Form 700). Annually, the Designated Positions should be modified to reflect any changes that have occurred prior to the filing of annual Statements of Economic Interests. On April 5, 1999, the City Council approved formation of the Project Area Committe. e for the 1999 Plan Amendment for the South/Central Redevelopment Project Area. Project Area Committee members are required by State Redevelopment Law to file Statements of Economic Interests. With the adoption of Resolution No. RDA 00-1, the position of Project Area Committee Member will be added to Appendix, Designated Positions, of the Redevelopment Agency's Conflict of Interest Code. RDA 00'1 A RESOLUTION OF THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, MODIFYING THE DESIGNATED POSITIONS CONTAINED IN THE CONFLICT OF INTEREST CODE The Redevelopment Agency of the City of Tustin does hereby resolve: A. That the Appendix of the Conflict of Interest Code, approved by the Redevelopment Agency with the adoption of Resolution No. RDA 98-1, should be modified and updated to reflect the following additional position, which involves the making or participation in the making of decisions which may foreseeably have a material effect on a financial interest of the official: Project Area Committee Member. B. That the revised'Appendix, attached hereto, be approved and the Conflict of Interest Code be modified accordingly. C. That pursuant to Section 4 of the Conflict of Interest Code of the Tustin Community Redevelopment Agency, all persons occupying a Designated Position shall file Statements of Economic Interests with the City Clerk of the City of Tustin as required: assuming position, annually, and leaving position. If the Agency Director determines that a particular consultant must comply with the above disclosure requirements, the Agency Director shall notify the consultant in writing. The written notification shall include a description of the consultant's duties and, based upon those dutieS, a statement of the extent of the disclosure requirements. The Agency Director's notification is a public record and shall be retained for public inspection. DISCLOSURE CATEGORIES: The foregoing positions (Consultants excluded) will be assigned Disclosure Categories of I, II, and III. Category I: Investment and Real Property Disclosure.
