MAINTENANCE
SUMMARY
Award of the contract for the Annual Major Maintenance Program FY 1999-2000 to Sequel
Contractors, Inc. This project will provide pavement rehabilitation of various City streets, as identified
in the Citywide Pavement Management System (PMS).
RECOMMENDATION
It is recommended that the City Council award the Annual Major Maintenance Program FY 1999-
2000 contract to Sequel Contractors, Inc. as lowest responsive bidder in the amount of $528,168.31
and authorize the Mayor and City Clerk to execute the contract documents on behalf of the City.
FISCAL IMPACT
The FY 1999-2000 Capital Improvement Program (CIP) appropriated $600,000 for the Annual Major
Maintenance Program. The Major Maintenance Program is part of the City's on-going Maintenance
of Effort (MOE) requirements for the continuance of Measure M funding.
BACKGROUND
The Annual Major Maintenance Project FY 1999-2000 consists of asphalt concrete repaidoverlay,
crack routing and sealing, slurry seal, traffic signing, traffic striping and markings, and replacement
of traffic loop detectors at various locations throughout the City. This year's project includes various
streets in two sectors of the City. One sector lies within the area bounded by Red Hill Avenue and
the westerly City limits and between the I-5 Freeway and Warner Avenue. The second sector lies
within the area bounded by Tustin Ranch Road and Red Hill Avenue and between Irvine Boulevard
and the I-5 Freeway as shown on the attached location maps. These sectors of the City are in the
current phase of the maintenance cycle recommended for implementation by the City's Pavement
Management System (PMS).
Due to deteriorating pavement conditions, El Camino Real between Browning Avenue and Red Hill
Avenue; San Juan Street between Browning Avenue and Red Hill Avenue; Mitchell Avenue
between "B" Street and NewpOrt Avenue; and Marshall Lane between Santa Clara Avenue and
Laurie Lane will be repaved as part of this year's project. Damaged curb and gutter will also be
replaced on Marshall Lane.
Additionally, parking lots at City Hall, Senior Center, Columbus Tustin Park, and Field Services will
be slurry sealed.

Five (5) bids were received on January 5, 2000 and are summarized as follows:

The Iow bid is 2.1% above the engineer's estimate of $517,000. This contractor has successfully
completed work for the City in previous years. The references and the Contractors State License for
Sequel Contractors, Inc. has been checked and is appropriate for the subject project.
