CENSUS 2000 UPDATE
ISUMMARY: For more than a year, the Community Development Departtnent has been working with
the U.S. Census Bureau in preparation for Census 2000. The Census is att important community
effort because for each person not counted by the census approximately $100.00 to $150. O0 itt annual

tile City Council on the most recent activities relating to Cettsus 2000. Cettsus Day is April 1, 2000.
RECOMMENDATION
That the City Council receive and file this report.
DISCUSSION
The following discussion highlights recent activities related to Census 2000.
Partnership and Promotion - Complete Count Committee
The Census Bureau has encouraged communities to establish complete count committees and
implement various promotional activities. The City of Tustin is participating in the County's
Complete Count Committee. The Committee includes six working groups: community-based,
education, government, housing/homeless, business, and media. Each working group will identify
specific activities to improve the accuracy of Census 2000 and to educate the community about
the importance of the Census.
Based on ideas shared at the complete count committee meetings, the Community Development
Department has proposed the following ways to promote Census 2000 in the City of Tustin:
Develop an insert to include with City of Tustin water bills.
Post census posters at City Hall, the Senior Center, and the Family and Youth Center.
Present a proclamation to a Census representative during Census Awareness Week.
In cooperation with Eller Media Company, place census posters at bus stop shelters.
Send press releases to the local newspapers.
Invite a census representative to speak at a TEAM luncheon.
Forward Census posters to local motels where people reside.
Publish a census article in Tustin Today (published in March, 2000).
Provide space in City facilities for Questionnaire Assistance Centers, Be Counted Sites.

Prepare a letter for transmittal to churches in Iow response areas urging Census
participation.
The third meeting of the Government Working Group is scheduled at the County Hall of
Administration on Thursday, February 10, 2000 at 9:00 a.m.
LUCA Special Place Program
During the month of January 2000, the City participated in the LUCA Special Place program. City
staff reviewed the Census Bureau's special places address list, made corrections and added
fifteen (15) missing special places. Special places for this program include boarding houses,
college dormitories, shelters, nursing homes, hospitals, prisons, hotels and motels, and migrant
worker camps. However, military bases and domestic abuse shelters are handled under other
Census programs.
Partnership and Recruiting
The Census Bureau estimates that more than 285,000 census takers and support personnel will
be hired for Census 2000. Approximately 2.8 million candidates will be recruited for these
positions to ensure that an adequate number of qualified Census workers can be hired. To assist
with this on-going effort, staff provided local Census Bureau recruiting managers with information
on potential testing sites in the City of Tustin for those who would like to take the Census 2000
Field Examination. Testing will take place from January to April, 2000.
