SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO
BID- TUSTIN COMMUTER RAIL STATION (CIP NO.7138)
SUMMARY
This project will provide for construction of a Commuter Rail Station near the northwest corner of
Jamboree Road and Edinger Avenue. The Station will provide commuter rail service to San
Diego and Riverside-San Bernardino Counties, and continuing to Los Angeles.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 00-8 approving Plans and
Specifications for the Tustin Commuter Rail Station (CIP No. 7138) and authorizing and directing
the City Clerk to advertise for bids.
FISCAL IMPACT
The estimated cost of construction is $4.276 Million. Committed .funding sources include:
Proposition 116 monies, State of California Transit Capital Improvement Program funds, OCTA
Measure 'M' Rail Program, OCTA Transportation System Management/Transportation Demand
Management (TSM/TDM) Program, Growth Management Area (GMA), and AB 2766 (AQMD
Vehicle Registration). There are adequate funds at this time to complete construction based
upon the construction estimate.
BACKGROUND '
In 1988, the Orange County Transportation Commission (OCTC later renamed Orange County
Transportation Authority - OCTA) completed a 20-year Master Plan of Transportation
Improvements for Orange County. The report identified a growing traffic capacity concern in
Orange County and the need to improve the County's transportation infrastructure. One of the
recommended solutions included the expansion of commuter rail service to San Diego and
Riverside-San Bernardino Counties, and continuing to Los Angeles through a transfer at the
Fullerton station.
In December 1990, OCTA approved a Commuter Rail Study and Action Plan that identified four
new station sites within Orange County to accommodate additional train service. The site
selected to serve Tustin/North irvine was eventually located within the City of Tustin, on privately
held property known as Jamboree Plaza. The site is at the rear of a parcel bounded by the
railroad right-of-way to the north, Jamboree Road on the east, and Edinger Avenue to the south.

The City of Tustin acquired the 3.67 acre station site in September 1997. In May 1998, the City
entered into an agreement with Miralles Associates of Altadena, California for design services.
The final design plans and specifications have been received and have been approved by OCTA,
Southern California Regional Rail Authority (SCRRA), Irvine Ranch Water District, and the City.
DISCUSSION
This project provides for the construction of a new commuter rail station with a parking lot facility.
for 324 vehicles, double platforms, a pedestrian undercrossing, and related station amenities.
Amenities include: canopies, benches, information kiosk, ticket vending machines, newspaper
racks, telephone service, rubbish cans, bike racks, and a drinking fountain. The station will serve
commuter rail traffic only and will not provide Amtrak nor freight service.
The contractor for the project will be required to coordinate construction activities with SCRRA for
work to be done within the SCRRA right-of-way. Work performed by SCRRA in conjunction with
this project will include: removal and relocation of the storage track in the area of the station,
track removal for the undercrossing work, construction of a communication building and
installation of communication lines, relocation of the existing SCRRA communication line, railroad
flagging activities, and installation of the SCRRA signage package and ticket vending machines.
The City's contractor will be responsible for all other construction related to this project.
In the recent past, City staff has received inquiries regarding the possibility of locating a cellular
facility on the rail station site. The specific facility was a verbal inquiry for a 'stealth' facility
disguised as a flagpole. Although there is not a formal application at this time for a cellular facility
on site, staff will be bringing this item back to the Council for consideration if and when a formal
application is received.

RESOLUTION NO. 00-8
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE TUSTIN
COMMUTER RAIL STATION PROJECT (CIP No. 7138)
WHEREAS, it is the intention of the City Council of the City of Tustin, California to
contract for construction of the Tustin Commuter Rail Station (CIP No. 7138); and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the. City Engineer be; and are hereby approved as the plans and specifications
for;
TUSTIN COMMUTER RAIL STATION (CIP No. 7138)
BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids for proposals for the
performance of the work specified in the plans and specifications;
BE IT FURTHER RESOLVED, that a Negative Declaration has been approved
pursuant to the requirements of the California En¥ironmental Quality Act for the project.
PASSED AND ADOPTED at a regular meeting of-the City Council of the City of
Tustin held on the 7th day of February 2000.
