CITY OF TUSTIN APPLICATIONS FOR THE 2000-2001/2002-2003 FEDERAL
TEA-21 ARTERIAL HIGHWAY REHABILITATION PROGRAM (AHRP)
SUMMARY
City Council adoption of the attached resolution will approve the City's applications for the Federal
TEA- 21 Arterial Highway Rehabilitation Program (AHRP). The Orange County Transportation
Authority (OCTA) is administering the program and requires Council approval as part of the process.
RECOMMENDATION
It is recommended that the City Council, adopt Resolution No. 00-13 requesting the Orange County
Transportation Authority (OCTA) include the City of Tustin's projects in the 2000-2001/2002-2003
Arterial Highway Rehabilitation Program (AHRP).
FISCAL IMPACT
Unknown at this time. If all of the subject applications are approved by OCTA, the City's funding
obligations for various projects in the Seven-Year Capital Improvement Program will be reduced by
over $1.6 million.
BACKGROUND
On November 3, 1999, OCTA issued a call for project applications for various projects for the TEA - 21
AHRP for Fiscal Years 2000-2001 through 2002-2003. The specific amount available Countywide
under the program is $60,000,000.00.
Staff has prepared AHRP applications for ten projects, consistent with the City's approved Seven-Year
Capital Improvement Program. The applications were submitted to OCTA by February 15, 2000, to
meet the AHRP deadline. Exhibit "A" of Resolution No. 00-13 designates the projects to be submitted
by the City for Fiscal Year 2000-2001 through 2002-2003 of the Combined Transportation Funding
Program. The AHRP funding eligibility requirements include City Council approval of the applications.

A RESOLUTION OF THE TUSTIN CITY COUNCIL APPROVING THE
SUBMITTAL OF THE ATTACHED IMPROVEMENT PROJECTS TO THE
ORANGE COUNTY TRANSPORTATION AUTHORITY FOR STREET
REHABILITATION FUNDING UNDER THE COMBINED
TRANSPORTATION FUNDING PROGRAM
WHEREAS, the City of Tustin desires to implement the transportation
improvements listed in Exhibit "A" attached hereto and incorporated herein; and
WHEREAS, the City of Tustin has been declared by the Orange County
Transportation Authority to meet the eligibility requirements to receive Measure M
"turnback" funds; and
WHEREAS, the City's Circulation Element is consistent with the Orange
County Master Plan of Arterial Highways; and
WHEREAS, the City of Tustin will provide matching funds for each project as
required by the Orange County Combined Transportation Funding Program
Procedures Manual; and
WHEREAS, the Orange County Transportation Authority intends to allocate
funds for transportation improvement projects within the incorporated cities and the
County; and
WHEREAS, the City of Tustin will not use Measure M funds to supplant
Developer Fees or other commitments; and
WHEREAS, the City of Tustin will use Arterial Highway Rehabilitation
Program Funding as a supplement to their existing pavement management program;
and
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Tustin hereby requests the Orange County Transportation Authority allocate funds in
the amounts specified in the City's application to said City from the Combined
Transportation Funding Programs. Said funds shall be matched by funds from said
City at the percentage identified in their competitive grant application as required and
shall be used as supplemental funding to aid the City in the improvement of projects
listed in Exhibit "A" attached hereto and incorporated herein.
