HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION AWARD OF CONTRACT FOR THE RECONSTRUCTION OF PASADENA AVENUE FROM THE MAIN ST,. CUL-DE-SAC TO THE FIRST ST, CUL-DE- SAC (CIP NO. 7157) AND SECOND STREET FROM PASADENA AVE. TO MYRTLE AVE, (ClP NO 7158) SUMMARY Bids have been received for the subject project and the construction contract is ready for award. The award of the construction contract will provide for complete roadway reconstruction along Pasadena Avenue from the Main St. cul-de-sac to the First St. cul-de-sac and Second Street from Pasadena Ave. to Myrtle Ave. RECOMMENDATION It is recommended that the City Council declare Groundwater Remediation's bid non-responsive, and award the construction contract for the Reconstruction of Pasadena Avenue and Second Street to Topline Construction, the second Iow bidder, in the amount of $313,592.25, and authorize the Mayor and City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT The City's Capital Improvement Program Budget for 1999-2000 FY provides $213,500 for the reconstruction of Pasadena Avenue and $75,000 for the reconstruction of Second Street from the Capital Improvement Program (CIP) funds. An additional $50,000 for storm drain construction on Pasadena Avenue (to serve a future water well site) will come from the Water Capital Improvement Program funds (CIP No. 6130). The construction of this project aids the City with its on-going Maintenance of Effort requirements for compliance with Measure M. BACKGROUND This project will provide for the complete reconstruction of street pavement, curb, gutter, sidewalk, drive aprons and parkway landscaping, along with the construction of a storm drain on Pasadena Avenue and the installation of nostalgic style streetlights. Bids for the subject project were opened January 20, 2000. There were fourteen (14) bids received and the results are as follows: l. Silvia Construction, Rancho Cucamonga .............................................................. $411,723.36 During the City's normal review process to determine the eligibility of Groundwater Remediation, the State Contractor's License Board informed the City that the contractor's license was suspended on January 20, 2000 and was not legally able to contract at that time. Pursuant to state law, as well as the City's bid documents, bidders must have a valid state contractor's license at the time of bidding. It is staff's determination, concurred by the City Attorney, that Groundwater Remediation's bid is non- responsive and should be rejected. Topline Construction's bid of $313,592.25 is 2.1% below the engineer's estimate of $320,337. The references and the Contractor's State License for Topline Construction have been checked and verified and are appropriate for the subject project. Tim D.
