RESOLUTION NO. 00-4 SUPPORTING PROPOSITION 12.
RECOMMENDATION:
That the City Council approve Resolution No. 00-4 supporting Proposition 12.
BACKGROUND:
Proposition 12, the Safe Neighborhoods, Clean Water, Clean Air, and Coastal Protection Bond Act
of 2000 would authorize the sale of $2.1 billion in bonds to fund park projects. The election will be
held March 7, 2000 and a simple majority vote is required for its passage. The California State
Chamber of Commerce and the Tustin Chamber of Commerce have endorsed Proposition 12 as it
recognizes the value of safe parks to business retention and development in local communities.
Proposition 12 emphasizes improving the quality of life in California cities and suburbs. Specific
programs include making neighborhood parks safer, providing new recreational oppommities,
planting urban trees, protecting open space and building new parks. It has been twelve years since
the voters approved the last park and wildlife bond and since that time, California has added more
than five million people.
The Safe Neighborhoods Parks Bond Act contains two categories of fimding that are based upon
the population of the recipient agency. The Robert-Z'berg-Harris Program 'provides $200 million
in grants to cities, counties and Special districts. Cities of less than 300,000, such as Tustin, would
receive $3.30 per capita RZH funding based upon year 2000 census data.
From the Per Capita Program cities would receive $6.25 per capita and cities of less than 200,000
in large counties will receive an additional $2.90 per capita. Based upon a projected year 2000
population'of 67,000 and a total appropriation of $12.45 per capita the City of Tustin would be
eligible for $834,150. This does not include any funding available through competitive programs.
SUMMARY:
If voters approve Proposition 12 on March 7, 2000 the State Legislature can begin to appropriate
funds in their FY 2001-02 budget. Local agencies will submit an application and funds for park
projects would be distribUted as soon as appropriations are approved. Competitive funds for a
variety of purposes will also be available. Representatives from the Tustin Parks and Recreation
Services Commission will be in attendance to seek approval of Resolution 00-4 in support of
Proposition 12.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, SUPPORTING PROPOSITION 12 THE SAFE
NEIGHBORHOOD PARKS, CLEAN WATER, CLEAN AIR, AND
COASTAL PROTECTION BOND ACT OF 2000.
The City Council of the City of Tustin does hereby resolve as follows:
WHEREAS, California's state, regional, and local parks serve as recreational, social and
cultural centers for California's communities, providing important venues for youth enrichment and
safety; community identity; protection of natural and historic sites, parkland and open space, and
ViI-IEREAS, California is known for its incredible natural resources of open space,.
mountains, rivers, coastline and forests that positively impact the state and local economy, and
WHEREAS, California's economy is dependent upon maintaining a high quality ~of life
that includes safe and attractive public park and recreation facilities, and;
WHEREAS, Proposition 12, the Safe Neighborhoods Parks, Clean Water, Clean Air and
Coastal Protection Bond Act of 2000 will provide $2.1 billion for state and local park projects to
preserve our natural heritage and allow urban areas to expand and improve recreation facilities that
serve children, youth, seniors and families,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin
supports the passage of Proposition 12, the Safe Neighborhood Parks, Clean Water, Clean Air and
Coastal Protection Bond Act of 2000 and encourages California voters to approve this bond act on
March 7, 2000.
PASSED AND ADOPTED by the City Council of the City of Tustin at a regular meeting
held on the 22aa day of February 2000. ,
