CALL TO ORDER INVOCATION-Mr. Steve Garrison PLEDGE OF ALLEGIANCE ROLL CALL PUBLIC INPUT - At this time members of the public may address the City Council regarding any items not on the agenda and within the subject matter jurisdiction of the City Council (NO ACTION can be taken on off-agenda items unless authorized by law). If you wish to address the City Council on any matter, please fill out one of the blue forms located on the speaker's podium and submit to the City Clerk so that your remarks on the tape recording of the meeting can be attributed to you. When you start to address the City Council, please state your full name and address for the record. A Public Input portion is provided both at the beginning and end of the meeting. PUBLIC HEARING-None CONSENT CALENDAR (ITEMS 1 THROUGH 8) All matters listed under Consent Calendar are considered routine and will be enacted by one motion. There will be no separate discussion of these items prior to the time of the voting on l~he motion unless members of the Council, staff or public request specific items be discussed and/or removed from the Consent Calendar for separate action. 1 APPROVAL OF MINUTES- MARCH 6, 2000 REGULAR MEETING Recommendation' Approve the City Council Minutes of March 6, 2000. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation' Approve Demands in the amount of $847,224.74 and ratify Payroll in the amount of $394,712.59. · 3, PLANNING COMMISSION ACTION AGENDA- MARCH 13, 2000 All actions of the Planning Commission become final unless appealed by the City Council or member of the public. Recommendation: Ratify the Planning Commission Action Agenda ~}f March 13, 2000. Agenda- City Council March 20, 2000- P;~--~e~/~~~U w ACCEPTANCE Oi JBLIC IMPROVEMENTS AN. ,-~ELEASE OF BONDS FOR TRACT NO. 15475 (BAYWOOD) Recommendation: Release the following bonds for the indicated amounts: Faithful Performance Bond No. [397-013943, $113,000; Labor and Materials Bond No. [397-013943, $56,600; and Monumentation Bond No. 1397-013944, $17,000 as recommended by the Public Works Department/Engineering Division. w RESOLUTION NO. 00-18 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY- OF TUSTIN, CALIFORNIA, AUTHORIZING APPROVAL OF "AMENDMENT NO. 4 TO THE FIRST AMENDED AND RESTATED JOINT EXERCISE OF POWERS AGREEMENT CREATING THE FOOTHILL/EASTERN TRANSPORTATION CORRIDOR AGENCY" TO ENABLE THE CITY OF RANCHO SANTA MARGARITA TO BE ADMITTED AS A FULL MEMBER OF THE FOOTHILL/EASTERN TRANSPORTATION CORRIDOR AGENCY Recommendation: Adopt Resolution No. 00-18 to authorize the Mayor and City Clerk to execute "Amendment No. 4 to the First Amended and Restated Joint Exercise of Powers Agreement Creating the Foothill/Eastern Transportation Corridor Agency" to include the newly incorporated City of Rancho Santa Margarita as a full member of the Foothill/Eastern Transportation Corridor Agency as recommended by the Public Works Department/Engineering Division. w CONSULTANT SERVICES AGREEMENT FOR TUSTIN COMMUTER RAIL STATION CONSTRUCTION MANAGEMENT (CIP NO. 7138) Recommendation: Approve a Consultant Services Agreement with the firm of Harris & Associates to provide construction management services for the Tustin Commuter Rail Station in an amount not to exceed $175,000 and authorize the Mayor and City Clerk to execute the contract on behalf of the City subject to approval by the City Attorney as recommended by the Public Works Department/Engineering Division. ' 1 REFURBISH PATROL CARS Recommendation: (1) Authorize the Chief of Police to execute a contract for the refurbishing of six (6)..Chevrolet Caprice police vehicles to George Bates Automobile of Upland, California, in the approximate amount of $72,000; and (2) Authorize a 10 percent overrun for this' refurbishment if necessary, as recommended by the Police Department. al DECLARATION OF SURPLUS EQUIPMENT Recommendation: (1) Declare the listed computer equipment, furniture, and bicycles surplus and not required for public use; (2) Authorize staff to donate the surplus computer equipment to the Tustin Community Foundation for reconditioning and distribution to non-profit organizations; (3) Authorize staff to donate a surplus.bicycle to the Main Place Christian Fellowship for reconditioning and distribution to the community; (4) Authorize staff to have auctioned serviceable equipment of value, surplus furniture; and (5) Authorize staff to dispose of assets beyond repair as recommended by the Police Department. ~'~ i if t~enda- City Council March 20 ,.I .. ,2000 - Page 2 REGULAR BUSINESS ,TEMS 9 THROUGH 9. DESIGNATION OF HISTORIC PROPERTIES WITH PLAQUES On August 16, 1999, the City Council directed staff to implement a plaque designation program as conceptually recommended by the Cultural Resource Advisory Committee. This report serves to provide the City Council with more specific program parameters developed by the Committee. Recommendation: Direct staff to publicize and implement the City's plaque designation program for historic properties as recommended by the Community Development Department. 10. ORANGE COUNTY REGIONAL AIRPORT AUTHORITY (OCRAA) AND EL TORO REUSE PLANNING AUTHORITY (ETRPA) MEMBERSHIPS On January 17, 2000, the City Council voted 3-2 to support-Measure F, the Safe and Healthy Communities Initiative. On March 7, 2000, in the Primary Election, the Orange County voters approved Measure F. Councilmember Potts requested this item be agendized and requested that the City Council consider withdrawing from the Orange County Regional Airport Authority and joining the El Toro Reuse Planning Authority. Recommendation: Pleasure of the City Council. PUBLIC INPUT.
