APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION' TO ADVERTISE FOR BIDS' FOR ANNUAL LANDSCAPE MAINTENANCE SERVICES FOR THE ASSESSMENT DISTRICT AREAS (JULY 1, 2000- JUNE 30, 2001) SUMMARY This contract will provide for the annual landscape maintenance needs in the assessment district areas for the 2000/2001 fiscal year, with the option of providing three (3) additional, one-year extensions. RECOMMENDATION: It is recommended that the City Council adopt Resolution No. 00-16, approving the plans and specifications and authorizing advertisement for bids, for the annual landscape maintenance services for the Assessment District areas, subject to the City Attorney's approval. FISCAL IMPACT: The anticipated cost for the award of this contract is unknown at this time. The cost of this contract will be 'funded from the Landscape and Lighting District bUdget for the 2000/2001 fiscal year. This contract is fOr maintenance services and 'is not subject to "lowest responsible bidder" requirements of the Public Contracts Code. The recommended award will consider qualifications and cost. BACKGROUND The Assessment District areas' contract covers all City maintained parkways in the East Tustin Landscape and Lighting District. The City's current contract for annual landscape maintenance services for Assessment District areas is one of two landscape contracts that are due to expire on June 30, 2000. The other contract, which will be bid concurrently with this contract, covers the annual landscape maintenance services for all General Fund areas and CityNVater facilities. The intent of the City is to hire a separate contractor for each area, to provide the required landscape maintenance services, similar to the current contracts. Separate contractors for each area will provide additional resources and flexibility in case of unsatisfactory performance in one area, or when there is a need to add new areas. It will also enable the City to compare the level of performance within the two areas. DISCUSSION The bid proposal calls for complete landscape maintenance services including, but not limited to, mowing, edging, weeding, fertilizing, pruning, and irrigating. The proposed landscape maintenance services contracts will resemble the previous contracts in duration - a one-year contract with three (3) one-year extensions. Award of the extensions will be at the discretion of the City, with the City Manager's approval, based on the contractor's performance. Attachment Wisam Altowaiji Field Services Manager $ 2O 2i 27 RESOLUTION NO. 00-16 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE ANNUAL LANDSCAPE MAINTENANCE SERVICES FOR THE ASSESSMENT DISTRICT AREAS FROM JULY 1, 2000 - JUNE 30, 2001 WHEREAS, it is the intention of the City CounCil of the City of Tustin, Califomia to contract for the Annual Landscape Maintenance Services for Assessment District Areas; and WHEREAS, the City Engineer presented plans and specifications for the performance of said work; and NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City engineer be, and are hereby approved as the plans and specifications for: ANNUAL LANDSCAPE MAINTENANCE SERVICES FOR · ASSESSMENT DISTRICT AREAS FROM JULY 1, 2000 - JUNE 30, 2001 AND BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the plans and specifications;. AND BE IT FURTHER RESOLVED that this project is exempt from the requirements of the California Environmental Quality Act.
