CENSUS 2000 UPDATE
SUMMARY: For more than a year, the Community Development Department has been working with
the U.S. Census Bureau itt preparation for Census 2000. The Census is an intportant community
effort because for each person not counted by the census approximately $100.00 to $150.00 ht attnual
federal funding is lost. Tile Community Development Department has prepared this report to update
tile Ci~' Council oil the most recent activities relating to Census 2000. Census Day was ,~Dril 71, 2000.
RECOMMENDATION
That the City Council receive and file this report.
DISCUSSION
The following discussion highlights recent activities related to Census 2000.
Local Update of Census Addresses (LUCA) - Detailed Feedback/Final Determination
The Community Development Department filed a written appeal with the Census Bureau Address
List Appeals Office on March 2, 2000. The appeal provided detailed justification to the Appeals
Office for the address changes requested by the City that were not accepted by the Census
Bureau.
On March 14, 2000, the Community Development Department transmitted a letter to the Census
Bureau regional and local offices to inform them of addresses that the City was unable to appeal,
but that were incorrect on the Census 2000 address list. Many of the incorrect addresses could
not be appealed because only certain types of address errors were appealable. Duplicate listings
of addresses and addresses actually located in unincorporated Orange County, for example,
could not be appealed. The Census Bureau agreed to verify these addresses through their
coverage improvement program.
On March 21, 2000, the City received a written determination from the Census Address List
Appeals Office. The determination indicated that the Appeals Office accepted 82 addresses and
rejected 15 addresses that were appealed by the City of Tustin. Because the 15 rejected
addresses definitely exist in the City of Tustin, staff contacted the Census Regional Office and
was permitted to submit the list of addresses directly to the regional office for proper follow-up.

Partnership and Promotion - Complete Count Committee
The City of Tustin is participating in the Government, Business and Media Working Group of the
County's Complete Count Committee.
Based on ideas shared at the complete count committee meetings, the Community Development
Department implemented the following activities to promote Census 2000 in the City of Tustin:
Placed an insert in City of Tustin water bills (to be mailed in cycles through April).
Posted census posters at City Hall, the Senior Center, and Family and Youth Center.
Invited a census representative to speak at the March 2000 Tustin Effective Apartment
Managers (TEAM)luncheon.
Prepared a Census article for publishing in the TEAM newsletter.
Published a census article in Tustin Today, spring edition.
Transmitted a letter to places of worship in the Tustin area, urging Census participation.
Presented a Census proclamation to a Census rePresentative.
Provided Census posters to local motels where people reside.
Agreed to provide space in City facilities for "Be Counted Sites."
The fifth meeting of the Government, Business and Media Working Group is scheduled at the
County Hall of Administration on Thursday, April 13, 2000 at 9:00 a.m.
Non-response Follow-up
During the months of April, May and June, the Census Bureau will conduct their non-response
follow-up operations, which involve Census enumerators visiting all households that have not
returned Census questionnaires by mail.
Any questions regarding Census 2000 should be referred to the Community Development
