HUSTON, CITY MANAGER REDEVELOPMENT AGENCY STAFF 1999/2000 PROGRAM SOLICITATION, MATCHING GRANT CALIFORNIA DEFENSE ADJUSTMENT SUMMARY: Tustin City Council approval is requested to authorize the submittal of an application requesting $118,958 in California Defense Adjustment Matching Grant (CDAM) funds to offset the City's existing Office of Econotnic Adjustment (OEA) grant cash in-kind ntatching obligation. RECOMMENDATION It is recommended that the City Council adopt Resolution 00-19 approving the following actions: . Authorize the filing of an application to the California Trade and Commerce Agency for $118,958 in California Defense Adjustment Matching Grant funds to offset the City of Tustin's existing Office of Economic Adjustment (OEA) grant cash in-kind matching obligation in support of continuing reuse planning implementation activities. . Appoint the Assistant City Manager or her authorized representative as the agent to apply, approve, sign and execute in the name of the City of Tustin any documents necessary to secure this requested CDAM grant funding, in the event that funding is awarded under that pro,am. FISCAL IMPACTS If approved, the proposed grant request would provide a reimbursement to the City of Tustin for up to $118,958 of its current OEA cash in-'kind matching obligation. Approval of this grant request would represent a significant cost offset to the City of Tustin. BACKGROUND/DISCUSSION In March 1991, the former Marine Corps Ak Station (MCAS) Tustin was announced for closure, providing the City. of Tustin a tremendous opportunity for economic redevelopment but also a sudden and severe economic impact to the community. Federal OEA planning grants have provided significant assistance to base closure communities including Tustin. However, OEA grant approvals also require that the grant recipient provide up to a 25% cash in-kind matching contribution. City Council Report 1999/2000 CDAM Grant Application April 3, 2000 Page 2 The California Trade and Commerce Agency created the CDAM grant program to provide funding relief to cities and counties negatively impacted by cutbacks in defense spending and military base closure. Two previous CDAM planning grant approvals totaling $75,500 have offset the City's OEA grant cash match requirement. The State Trade and Commerce Agency has also approved a $300,000 CDAM construction grant to offset the City's cash match requirement associated with an Economic Development Administration 0EDA) grant funded roadway construction project currently planned at MCAS-Tustin. The State Trade and Commerce Agency has recently advertised the 1999/2000 CDAM grant program solicitation. Staff has prepared a planning implementation grant application that requests that 50% ($118,958) of the City's current $237,916 OEA cash match requirement be offset by the advertised CDAM grant funds. Submittal of a CDAM grant application requires adoption of a resolution of the applicant's governing body vesting power to apply for, receive grant funds and enter into grant agreements and identification of the applicant's signatory authority. Resolution 00- 19 has.been prepared for City Council consideration and action to authorize staff to secure the subject CDAM grant on behalf of the City of Tustin.
