CALL TO ORDER
The meeting was called to order by Mayor Wodey at 7:04 p.m. in the Council Chamber, 300
· Centennial Way, Tustin, Califomia. The Pledge of Allegiance was led by Boy ScoUt Troop 36 and
the Invocation was given by Mr. Bill Stevens, Salvation Army Church.

PROCLAMATION
Week of the Young Child - Mayor Wodey read a proclamation designating April 9 -15, 2000
as Week of the Young Child, urging citizens and other local organizations to join the National
Association for the Education of Young Children in renewing their commitment to improving
the quality of life for children in our community. Robyn Class, Executive Director of Orange
Children and Parents Together, accepted the proclamation.
Alison Noll - Mayor Worley read and presented a proclamation to Alison Noll, who won a
first place' award for her entry in the Amedcan History Essay Contest sponsored by the
National Society Daughters of the American Revolution.
Fable Combs - Former Vector Control representative, Fable Combs, was presented a
proclamation by Mayor Worley for her service on the Vector Control District Board of Trustees
from 1994 through 1999. Ms. Combs accepted the proclamation and expressed her
appreciation for the opportunity to serve the City of Tustin.

After School Programs - Ron Beaulac, representing Youth Athletic Network, provided an
update on the after school programs at Heideman and Beswick Schools.

CONSENT CALENDAR (ITEMS I THROUGH 17)
Item Nos. 2 and 13 were removed from the Consent Calendar by Councilmembers Saltarelli and
Potts. It was moved by Doyle, seconded by Saltarelli, to approve the remainder of the Consent
Calendar as recommended.by staff. Motion carried 5-0.

APPROVAL OF MINUTES - MARCH 20, 2000 REGULAR MEETING
Recommendation: Approve the City Council Minutes of March 20, 2000.

APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of $3,387,006.90 and ratify Payroll in
the amount of $406,099.47.

RESOLUTION NO. 00-22 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, AUTHORIZING THE DESTRUCTION OF CERTAIN RECORDS
Recommendation: Adopt Resolution No. 00-22 authorizing the destruction of police records
as permitted by law as recommended by the Police Department.

MEMORANDUM OF AGREEMENT BY AND BETVVEEN THE UNITED STATES OF'
AMERICA (THROUGH THE SECRETARY OF THE ARMY OR DESIGNEE) AND THE CITY
OF TUSTIN
Recommendation: Authorize the City Manager to enter into a Memorandum of Agreement by
and between the United States of America (through the Secretary of the Army or designee)
and the City of Tustin providing for the Army to dedicate at no cost to the City of Tustin
additional roadway right-of-way along a segment of Barranca Parkway as recommended by
Redevelopment staff.

COOPERATION AGREEMENT NO. 2 ·
Recommendation: Authorize the Mayor to execute Redevelopment Cooperation Agreement
No. 2 among the City of Irvine, City of Tustin, and Tustin Community Redevelopment Agency
as recommended by the Assistant City Manager.

RESOLUTION NO..00-14- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, APPROVING AMENDMENT TO THE MEMORANDUM OF
UNDERSTANDING DATED JANUARY 1, 1999 BETVVEEN THE CITY AND THE TUSTIN
MUNICIPAL EMPLOYEES ASSOCIATION REGARDING THE LAYOFF POLICY
Recommendation: Adopt Resolution No. 00-14 amending the Memorandum of
Understanding to add a new layoff policy negotiated with the Tustin Municipal Employees
Association as recommended by Personnel Services.

RESOLUTION NO. 00-16 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE ANNUAL
LANDSCAPE MAINTENANCE SERVICES FOR THE ASSESSMENT DISTRICT AREAS
FROM JULY 1,2000- JUNE 30, 2001
Recommendation: Adopt Resolution No. 00-16 approving the plans and specifications and
authorizing advertisement for bids for the annual landscape maintenance services for the
Assessment District areas subject to City Attomey approval as recommended by the Public
Works Department/Field Services.
RESOLUTION NO. 00-17 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE ANNUAL
LANDSCAPE MAINTENANCE SERVICES FOR THE GENERAL FUND AREAS AND
CITY/WATER FACILITIES FROM JULY 1,2000- JUNE 30, 2001
Recommendation: Adopt Resolution No. 00-17 approving the plans and specifications and
authorizing advertisement for bids for the annual landscape maintenance services for the
General Fund areas and City/Water Facilities subject to City Attomey approval as
recommended by the Public Works Department/Field Services.
LEAVE OF ABSENCE- ROMAN LOPEZ
Recommendation: Authorize extension of a medical leave of absence for Roman Lopez due
to an off-the-job injury until October 26, 2000 or until he is fully released by his doctor to
return to work as recommended by Personnel Services.
CONSULTANT SERVICES AGREEMENT FOR TRAFFIC STUDY FOR THE NEWPORT
AVENUE EXTENSION / SR-55 RAMP RECONFIGURATION PROJECT (CIP NO. 7130)
Recommendation: Approve the Consultant Services Agreement with LSA Associates to
provide traffic study related services for the Newport' Avenue Extension / SR-55 Ramp
Reconfiguration Project (CIP 7130) for a not-to-exceed fee of $14,000 and authorize
execution of the Consultant Services Agreement by the Mayor. and City Clerk subject to
approval by the City Attorney as recommended by the Public Works Department/Engineering
Division.
RESOLUTION NO. 00-21 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, DESIGNATING THE LOCATION OF CERTAIN ALL-WAY
CONTROL INTERSECTIONS
Recommendation: Adopt Resolution. No. 00-21 authorizing the installation of all-way stop
controls at Myrtle Avenue and Second Street as recommended by the Public Works
Department/Field Services.
RESOLUTION NO. 00-19 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF A CDAM GRANT
APPLICATION TO OFFSET PLANNING COSTS ASSOCIATED WITH THE CLOSURE
AND REUSE OF MCAS TUSTIN
Recommendation: Adopt Resolution No. 00-19 approving the following actions: (1)
Authorize the filing of an application to the California Trade and Commerce Agency for
$118,958 in Califomia Defense Adjustment Matching Grant funds to offset the City of Tustin's
existing Office of Economic Adjustment grant cash in-kind matching obligation in support of
continuing reuse planning implementation activities; and (2) Appoint the Assistant City
Manager or her authorized representative as the agent to apply, approve, sign and execute in

the name of the City of ,,~stin any documents necessary ,,., secure this requested CDAM
grant funding, in the event that funding is awarded under that program, as recommended by
Redevelopment Agency staff.

RESOLUTION NO. 00-20 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, ACCEPTING THE WORK OF IMPROVEMENT AND
AUTHORIZING RECORDATION OF THE NOTICE OF COMPLETION FOR DRILLING OF
MAIN STREET WELL NO. 4 (PROJECT NO. 6103)
Recommendation: Adopt .Resolution No. 00-20 accepting said work and authorizing the
recordation of the Notice of Completion and direct the City Clerk to: (1) Release the Labor
and Materials Bond not sooner than thirty-five (35) days after the date of recordation of the
Notice of Completion; and (2) Release the Faithful Performance Bond not sooner than one
year after the date of recordation of the Notice of Completion as recommended by the Public
Works Department/Field Services.
16.
RESOLUTION NO. 00-25 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, PROVIDING FOR THE COMPENSATION. OF UNREPRESENTED
MANAGEMENT EMPLOYEES
Recommendation: Adopt Resolution No. 00-25 providing for implementation of a
compensation program for unrepresented management employees consistent with direction
provided by the City Council as recommended by the City Manager.
17.
SUPPLEMENTAL APPROPRIATION - CIP FUND
Recommendation: Appropriate $252,000 from the unappropriated reserves of the Capital
Improvement Fund and apply to the following accounts: $93,150 - Project No. 1032, Major
Building Maintenance; $66,350 - Project No. 1033, Fuel Tank Removal and Replacement;
$90,300 - Project No. 1538, Jamboree Road Irrigation System; and $2,200 - Project No.
7159, East Tustin Landscape Replacement as recommended by the Finance Department.
CONSENT CALENDAR ITEM NO. 2 - PLANNING COMMISSION ACTION AGENDA- MARCH
27, 2000.
Councilmember Saltarelli appealed Planning Commission Action Agenda Item No. 2, Conditional
Use Permit 99-012 and Design Review 99-017 for construction of a major wireless communication
facility stating the need for City Council review of policy guideline conformance.
Elizabeth Binsack, Director of Community Development, noted that due to noticing requirements, the
item would be scheduled for Public Hearing at the May 1st Council meeting.
It was moved by Saltarelli, seconded by Wodey, to approve the remainder of the Planning
Commission Action Agenda.
Motion carried 5-0.
CONSENT CALENDAR ITEM NO. 13 - CENSUS 2000 UPDATE
Councilmember Potts reported he had. received complaints regarding the invasive questions
contained in the census long-form, he believed the questions went beyond the scope of census
authority, and requested staff contact the census bureau for an explanation.

REGULAR BUSINESS (ITEMS 18 THROUGH 19)
18.
FINAL REPORT ON THE "EVALUATION OF PRIVATIZATION OPPORTUNITIES FOR
THE CITY OF TUSTIN MUNICIPAL WATER SYSTEM"
Harold Morgan, Project Manager from Navigant Consultants, gave a presentation on the
evaluation of privatization opportunities, and noted the City of Tustin's state-of-the-art de-
salting and nitrate removal treatment facilities not found in most facilities studied. The types of
privatization opportunities that were investigated involved complete .sale, long-term leases,
operation and maintenance agreements, and task-specific contracts. Through this evaluation,
Navigant concluded the following: (1) Significant potential cost savings from sale of the water
system couldnotbe identified; (2)Significant economic savings could not be projected
through a long-term lease agreement; (3) Significant cost savings would not be realized by
privatizing additional specific functions; (4) Economic savings through an annual operating
agreement was conceptually feasible; and (5) Outsourcing'of valve and hydrant maintenance
needed to be addressed if an annual operating and maintenance agreement was not to be
considered.
Councilmember Potts commented that the matter would again be explored once it had been
referred to the Audit Committee.
Mayor Pro Tem Thomas stated he looked forward to examining the numbers after the Audit
Committee had reviewed them and wondered if jurisdictions, had passed savings along to
residents in the form of lower rates; rates increased during a water shortage, but had never
decreased after the shortage was over; and felt the savings should be passed along to the
residents.
It was moved by Potts, seconded by Doyle, to refer the final report on the "Evaluation of
Privatization Opportunities for the City of Tustin" prepared by Navigant Consulting, Inc. to the
Audit Committee for review and comment.

TUSTIN POLICE DEPARTMENT MEMORIAL
Lieutenant Mike Shanahan spoke on behalf of the Tustin Police Officers' Memorial Group and
stated that Officer Waldron '~Vally" Karp had been the first and only police officer to succumb
to injuries sustained while protecting the citizens of Tustin in 1972; through oversight, no
memorial had ever been erected; a memorial statue was proposed to honor Officer Karp and
would serve as a future memorial to any other officers; the cost of the memorial was
estimated at $100,000.00; members of the Tustin Police Department had already pledged
$35,000; he urged all citizens of the community to contribute; the anniversary of Officer
Karp's death, January 7, 2001, was projected as the final date for collection of the memodal
funds; members of the Police Department would be holding a variety of fund-raising efforts;
he presented commemorative Coins to the Council, requested their support; and encouraged
those wishing to inquire about the Police Officers' Memorial to visit the internet website.

Councilmember Potts commented that the police officers were resolute in their remembrance
of fellow officers; mentioned county, state, and national memorials that had been erected for
this purpose; and commended their efforts.
Mayor Worley echoed Councilmember Potts' sentiments and mentioned the possibility of a
wall of honor; felt the amount needed was a large sum to raise; commended them for their
ambition; and questioned if they had considered future aspects.
Councilmember Saltarelli expressed his full support and offered assistance with the fund-
raising, f'
Mayor Pro Tem Thomas questioned if consideration had been given to working with the
Tustin Community Foundation; recommended coordinating efforts with the Foundation in
soliciting corporate donations; he and his wife had recently donated $500; and requested
future updates on the fundraising efforts.
PUBLIC INPUT
Tustin Community Foundation - Ron Beaulac, 1927 E. 3rd St., Long Beach,.
commended the Tustin Community Foundation for their support of the after school
programs.
Tustin Municipal Water System - Onnalee Elliott, Tustin, expressed opposition to
· reorganizing the water system and lack of agricultural water rates.
OTHER BUSINESS / COMMITTEE REPORTS
Santa Cop - Councilmember Doyle reported the Santa Cop fund raising Casino Night
event would be held on April 8th.
Anniversary - Councilmember Potts noted his 10th anniversary as a Councilmember
and stated he would be absent for the April 17"~ meeting.
Tustin High School Dance Team- Councilmember Potts requested a proclamation for
the Tustin High School Dance Team recognizing their national championship. Mayor
Wodey commended the team for this achievement.
Happy Birthday- Councilmember Saltarelli wished Councilmember Potts a happy
birthday.
Agricultural Water Rates - Councilmember Saltarelli requested the City explore the
possibility of reviewing the need for agricultural water rates.
Sedona Development - Mayor Pro Tem Thomas reported he had received a letter from
the Sedona Development regarding gating their community and had forwarded the letter
to staff for response.

School Site ParkingFI raffic Control - Mayor Pro Tem '~ nomas requested staff provide
assistance to residents regarding the Rawlings Way elementary school site parking
issues; urged the Council to set a date for a joint meeting with the school district; and
reported speed limit violations in the vicinity of Pioneer during school hours.
Chief Deputy City Clerk Retirement - Councilmember Doyle requested a
proclamation recognizing the Chief Deputy City Clerk's retirement.
Media One - Mayor Wodey reported she had received complaints from residents that
Media One was stating Tustin residents were not a priority. Staff responded that those
types of issues should be addressed at the May 1 public hearing on Media One's
franchise renewal.
Lemon Tree Park - Mayor Worley requested a status report on results of the Lemon
Tree Park workshop.
Tustin Legacy- Mayor Wodey requested that the Tustin Legacy development consider
pedestrian easements to enable children to walk to and from school.
CLOSED SESSION - Mayor Wodey announced the City Council had convened in closed
session at 6:00 p.m. to consider the claim of Maximiliano Mateo Morales, Jr.
ADJOURNMENT- Mayor Worley adjourned the meeting at 8:15 p.m. and announced the next
regular meeting of the City Council was scheduled for Monday, April 17, 2000, at 7:00 p.m. in the
Council Chamber at 300 Centennial Way. The Mayor's Reception would be held in the Community
Center immediately following the meeting.
CLOSED SESSION STATEMENT - It was moved and seconded to deny the claim of
Maximiliano Mateo' Morales, Jr. Motion carried 5-0.
