TRUCK CAB AND CHASSIS WITH A SPECIFIED UTILITY BED, THREE FULL
SIZE HEAVY DUTY PICK-UP TRUCKS, AND ONE EXTENDED MINI PICK-UP

SUMMARY
Approval of Resolution No. 00-26 will authorize the General Services Department of the State
of California to purchase the following current model year pick-up trucks on behalf of the City
of Tustin: one full-size pick-up truck cab and chassis and one utility bed, three full size heavy
duty pick-up trucks, and one mini truck.
RECOMMENDATION
It is recommended that the City Council approve Resolution No. 00-26 authorizing the General.
Services Department of the State of California to purchase the following current model year
pick-up trucks on behalf of the City of Tustin: one full-size pick-up truck cab and chassis with a
specified utility bed, three full size heavy duty pick-up trucks, and one extended cab mini truck.
FISCAL IMPACT
Funds are currently budgeted in the Equipment Lease Fund, Account Number 84-801-9720 for
the purchase of the pick-up truck cab and chassis, the three full size pick-up trucks, and one
mini pick-up truck. Total funds required including all taxes and State fees are $88,869.42.
Funds are currently budgeted in the Landscape Maintenance Division's operating budget,
account number 01-404-9845, for the utility bed specified for the pick-up cab and chassis.
Total funds required for the purchase of the utility bed, pursuant to City Specifications and
including tax are $8,988.51.
DISCUSSION
The proposed purchase of five pick-up trucks is for replacement of existing vehicles currently
in service and scheduled for replacement in FY99/00 (Unit Nos. 5601, 5612, 5626, 5632, and
4206).
Since the State buys in large volume they are able to receive a more competitive price for
vehicles than the City. Staff reviewed published prices obtained from local vendors and
compared these prices to those contained in the State contract. Staff also contacted a number
of dealers in the area and received the following prices for like equipped vehicles. The prices
listed below include taxes and applicable fees.

As a result of the comparison, the most cost-effective option for the City is to purchase the new
pick-up trucks and the utility bed, through the General Services Department of the State of
California at a total cost of $97,857.93.
Although Moss Brothers Dodge's price for the Utility Bed is lower than Del Amo Dodge, we
have learned that this price is only applicable in conjunction with purchasing cab and chassis
as a 'total package' bid. Therefore, the total package price from Del Amo Dodge is the lower
overall price.
Approval of the attached resolution allows the City to utilize the State's purchasing program to
obtain the five current model year pick-up trucks at a substantially lower cost than the City can
obtain on its own. It also designates the City Manager as the public official authorized to
execute this request on behalf of the City.

RESOLUTION NO. 00-26
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA AUTHORIZING THE DEPARTMENT OF GENERAL
SERVICES OF THE STATE OF CALIFORNIA TO PURCHASE
CERTAIN ITEMS.
WHEREAS, the City has need to purchase various material, supplies and
equipment in order to conduct the operations of the City; and
WHEREAS, Section 1624, Item C of the Tustin Municipal Code authorizes the
State of California to purchase materials, supplies, and equipment if it can be acquired
more cheaply or efficiently by the State;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Tustin, California, does hereby authorize the Procurement Division, Department of
General Services of the State of California, to purchase five current model year pick-up
trucks for and on behalf of the City of Tustin pursuant to Section 10324 of the California
Public Contract Code, and that Mr. William A. Huston, City Manager, is hereby directed
to sign and deliver all necessary requests and other documents in connection therewith
and for and on behalf of the City of Tustin.
PASSED AND ADOPTED at a regular meeting of the Tustin City Council on
the 17~h day of April 2000.
