The Pledge of Allegiance was led by Mayor Pro Tem Thomas and the Invocation was given by Rev. Allan Waterson, Aldersgate United Methodist Church. Nault, Finance Director Pat Sanchez, Director of Parks and Recreation Services Valerie Crabill, Chief Deputy City Clerk Approximately 100 in the audience PROCLAMATIONS Tustin National Jr. Basketball League All-Stars - Mayor Worley read and presented proclamations to the Tustin National Jr. Basketball League Ali-Star team, the Spurs, and its coaches, for being the first in their league to advance to the National Ch'ampionships and placing seventh out of the best twenty-five teams in the western half of the nation. Assistant Coach, Bob Farrell, commended the young team for their incredible display of team spirit. Tustin High School Dance Team - Mayor Worley read and presented proclamations to the Tustin High School Dance.Team and its coach for capturing National Championship titles for the third consecutive year. Coach Brynn Lawrence expressed thanks to the Council and applauded the team for their dedicated efforts. Ms. Crabill expressed thanks to the Council and staff for the recognition and · for their support during her tenure. PUBLIC INPUT Old Town Planters - Phil Cox, owner of Cox's Market Plaza, commended the City Manager for his response to Old Town maintenance issues, provided a progress report on the refurbishment of two Old Town planters and requested the City compel the landscape contractor to complete the sprinkler repair. Mayor Worley requested staff work with Mr. Cox to resolve the landscaping issue. CLOSED SESSION - None PUBLIC HEARING - None CONSENT CALENDAR (ITEMS I THROUGH 8) It was moved by Thomas, seconded by Saltarelli, to approve the Consent Calendar as recommended by staff. Motion carried 4-0, Potts absent. . . 3, . , APPROVAL OF MINUTES-APRIL 3, 2000 REGULAR MEETING Recommendation: Approve the City Council Minutes of April 3, 2000. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation: 'Approve Demands in the amount of $811,267.75 and ratify Payroll in the amount of $400,422.89. PLANNING COMMISSION ACTION AGENDA- APRIL 10, 2000 All actions of the Planning Commission become final unless appealed by the City Council or member of the public. Recommendation: Ratify the Planning Commission Action Agenda of April 10, 2000. QUARTERLY INVESTMENT REPORT In compliance with Govemment Code Section 53646, the Investment Report for the quarter ending March 31,2000, is submitted for City Council review. Recommendation: Receive and file subject report as recommended by the City Treasurer. RESOLUTION NO. 00-26 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING THE DEPARTMENT OF GENERAL SERVICES OF THE STATE OF CALIFORNIA TO PURCHASE CERTAIN ITEMS Recommendation: Adopt Resolution No. 00-26 authorizing the General Services Department of the State of Califomia to purchase the following current model year pick-up trucks on behalf of the City of Tustin: one full-size pick-up truck cab and chassis with a specified utility bed, three full-size heavy duty pick-up trucks., and one extended cab mini truck as recommended by the Public Works Department/Field Services Division. Minutes - City Council April 17, 2000 - Page 2 GRAD NIGHT' FUNDING 'REQuEsTS Recommendation' Authorize donations in' the amount of $2,500 to the Grad Night Committees for Foothill High School and Tustin High School as recommended by the City Clerk Department. . DISPOSAL OF FINANCE DEPARTMENT SURPLUS ASSETS Recommendation: (1)' Declare surplus City fixed asset #1403, a UARCO Burster and Imprinter, and (2) Authorize the Finance Department to accept an offer from Meloni's Best for $80.00, including removal, for the Burster as recommended by the Finance Department. . ANNUAL REVIEW AND ADOPTION OF THE INVESTMENT POLICY Recommendation: (1) Continue delegation 'of Investment Policy to G.W. Jeffries and Associates, and (2) Adopt the City of Tustin Investment Policy for fiscal year 2000-01 with no changes as recommended by the City Treasurer. REGULAR BUSINESS (ITEM 9) 9. SELECTION OF MAYOR AND MAYOR PRO TEM It was moved by Worley, seconded by Saltarelli, to nominate Mayor Pro Tem Thomas as Mayor. Motion carried 4-0, Potts absent. Mayor Thomas presented former Mayor Worley with the traditional Mayoral plaque and commented on her dedication to community activities and her excellent leadership, particularly in Washington conceming the MCAS Tustin base closure. Councilmember Wodey reflected on issues that had 'been addressed during her term as Mayor such as the MCAS Tustin base' closure, the solid waste contract, Y2K preparations, Peppertree Park improvements, gun control debates, the Old Town Warmington project, fire equity study, water privatization study, construction of the Edinger/Jamboree overpass, commuter rail station, and Measure F; commented'on the sound financial condition of the City and its further reduction in crime; and noted the Senior Center's ten-year anniversary celebration and plans for Tustin Legacy. It was moved by Saltarelli, seconded by Thomas, to nominate Councilmember Wodey as Mayor Pro Tem. Motion carried 4-0, Potts absent. PUBLIC INPUT- None OTHER BUSINESS / COMMI'I'I'EE REPORTS Santa Cop Casino Night - Councilmember Doyle reported the Casino Night fundraiser for Santa Cop was successful. Minutes - City Council April 17, 2000 - Page 3 MCAS Tustin Base CIc,.-.,,'e - Councilmember Doyle con,,....~nded former Mayor Worley for her aggressive, "get it done" attitude in Washington. Mayor Thomas urged residents to write letters to Washington supporting the City's base closure efforts. Mayoral Congratulations - Councilmember Saltarelli congratulated former Mayor Worley for an excellent year and her tireless efforts, stated he looked forward to working with newly selected Mayor Thomas, and the leadership continuity was vital to the important issues facing the City. Mayor Pro Tem Wodey thanked her family for their support during her term as Mayor. Utt Middle School- Mayor Pro Tem Worley reported the Utt Middle School Mentor program was in need of volunteers and encouraged the community to participate. Mayor Thomas' Goals - Mayor Thomas invited everyone to attend the Mayor's Reception; stated his goals as Mayor would be a successful base closure, restricting John Wayne overflights in downtown Tustin, and filling the void due to lack of County leadership; and thanked his family and friends for their support. ADJOURNMENT- Mayor Thomas adjourned the meeting at 7:47 p.m. The next regular meeting of the City Council was scheduled for Monday, May 1, 2000, at 7:00 p.m. in the Council Chamber at 300 Centennial Way.
