CALL TO ORDER — Meeting #2307 ATTENDANCE JANUARY 21, 2013 Jeffrey C. Parker, City Manager David E. Kendig, City Attorney Jeffrey C. Parker, City Clerk George Jeffries, City Treasurer PUBLIC INPUT — Members of the public may address the City Council on items on the Closed Session Agenda. CLOSED SESSION ITEMS - The Brown Act permits legislative bodies to discuss certain matters without members of the public present. The City Council finds, based on advice from the City Attorney, that discussion in open session of the following matters will prejudice the position of the City in existing and anticipated litigation: 1. CONFERENCE WITH LEGAL COUNSEL — EXPOSURE TO LITIGATION [Govt. Code § 54956.9(d2)] — Two Cases 2. CONFERENCE WITH LEGAL COUNSEL — EXISTING LITIGATION [Govt. Code § 54956.9(d 1)] — One case 1. Tustin Unified School District v. City of Tustin et al., Case No. 30 -2010- 00345476, Orange County Superior Court NOTE: As required by Senate Bill 343, any non - confidential writings or documents provided to a majority of the City Council members regarding any item on this agenda will be made available for public inspection in the City Clerk's office located at 300 Centennial Way, Tustin, CA during normal business hours. SPECIAL MEETING STRATEGIC PLANNING WORKSHOP TUSTIN LIBRARY PROF ESSIONALTRAINING CENTER 345 MAIN STREET, TUSTIN 10:00 A.M. CALL TO ORDER — Meeting #2307 INVOCATION — Mayor Murray PLEDGE OF ALLEGIANCE — Mayor Pro Tern Puckett ATTENDANCE CLOSED SESSION REPORT — David E. Kendig PUBLIC INPUT — Members of the public may address the City Council on items on the Special Meeting Agenda. 1. OVERVIEW OF DRAFT STRATEGIC PLAN — Presentation by Management Partners 2. 2013 WORKSHOP REGARDING WORK PLAN City staff has put together a list of significant programs and are seeking input and policy direction from the City Council regarding these items. No specific staff reports are included with the programs as this meeting is for discussion and policy direction purposes only; however, staff will provide presentations via PowerPoint. If the City Council provides policy direction on various items, those items will be brought back before the City Council for final and formal approval at a regular meeting. Recommendation: It is recommended that the City Council discuss and provide policy direction on significant proposed departmental programs at its discretion.
