SUBJECT: APPROVAL OF PLANS & SPECIFICATIONS AND AUTHORIZATION TO
ADVERTISE FOR BIDS FOR PARK PLAYGROUND EQUIPMENT
PURCHASE AND INSTALLATION AT CEDAR GROVE PARK (CIP No.
20071)
SUMMARY:
This project includes the purchase and installation of playground equipment and ADA
required playground surfacing and ramps at Cedar Grove Park.
RECOMMENDATION:
Staff recommends that the City Council approve Resolution No. 13 -08, approving
specifications for the purchase and installation of new playground equipment at Cedar
Grove Park (CIP No. 20071), and authorizing the City Clerk to advertise for bids.
FISCAL IMPACT:
Renovation of playground equipment at Cedar Grove Park is included in the Capital
Improvement Program for Fiscal Year 2012 -2013. However, the budgeted amount of
$195,000 is based on an engineer's estimate that is over five (5) years old and thus
inadequate to fund a suitable replacement. Staff was able to work with Miracle
Playgrounds to secure an $8000 manufacturer's grant which helps compensate for the
increase in prices. The engineer's estimate for this project is $221,000. Adequate funds
are available in the Park Development Fund (131) for this project. The current balance in
the Park Development Fund (131) is $3,609,481.
BACKGROUND:
The playground equipment at Cedar Grove Park (11385 Pioneer Road) is almost 15
years old and in need of replacement. The Community Services Commission has
identified the upgrade of this playground as next in line on their seven -year CIP priority
list.
The new playground's nature -based design will include areas for both 2 -5 year olds and
5 -12 year olds. These areas will also feature both rubber and engineered wood fiber
playground surfacing and entry ramps as required for ADA compliance. In addition, this
project will feature the inclusion of outdoor fitness equipment in an adjacent footprint,
which will enable residents 14 years and older to exercise while at the park.

RESOLUTION NO. 13 -08
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZATION TO ADVERTISE FOR BIDS FOR PARK
PLAYGROUND EQUIPMENT PURCHASE AND INSTALLATION AT
CEDAR GROVE PARK (CIP No. 20071)
WHEREAS, it is the intention of the City of Tustin to purchase and install
playground equipment at Cedar Grove Park, 11385 Pioneer Road, and;
WHEREAS, the Parks and Recreation Services Department has presented
plans and specifications for the construction of said works;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the Parks and Recreation Services Department are hereby approved as
the plans and specifications for Purchase and Installation of Playground Equipment at
Cedar Grove Park (CIP No. 20071);
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or proposals for
the completion of work specified in the aforesaid plans and specifications.
PASSED AND ADOPTED by the City Council of the City of Tustin at a regular
meeting held on the 5t" day of February 2013.
