SUBJECT: AMENDING THE CITY'S CLASSIFICATION AND COMPENSATION PLANS
SUMMARY
Adoption of the attached Resolution will amend the City's Classification Plan and
Compensation Plan to reflect changes recommended by staff to facilitate organizational
restructuring.
RECOMMENDATION
Adopt Resolution 13 -09 to amend the City's Classification and Compensation Plans.
FISCAL IMPACT
No additional funding is required for the current fiscal year. Cost savings are expected in
future fiscal years if proposed classifications are used in lieu of previously budgeted
positions.
BACKGROUND AND DISCUSSION
The City's Classification and Compensation Plans are updated by the City Council upon the
adoption of each fiscal year's operating budget and periodically as modifications become
necessary. After the PARS early retirement incentive was approved by the City Council in
August 2012, 35 employees retired from the City by October 31, 2012. Along with vacancies
due to other reasons, the City currently has approximately 43 vacant budgeted positions.
The goal of the retirement incentive was not only to reduce personnel costs through an
immediate reduction in staffing levels, but also allow the City Manager to restructure the
organization in a more streamlined and efficient manner. In consultation with the City
Manager, Human Resources staff have created or modified a number of positions to help
achieve this goal.
The recommended changes are summarized as follows:

Management Analyst Series
• Modify the job title of Administrative Specialist to Management Assistant; no change
in salary
• Modify the job title of Senior Administrative Specialist to Senior Management
Assistant; no change in salary
• Modify the monthly salary range of Management Analyst to $5,285 — $6,453 for
purposes of internal equity within the classification series
• Add a new classification of Principal Management Analyst, with a monthly salary
range of $7,330 — $8,950
City Manager's Office
• Add the new classification of Deputy City Manager, with a monthly salary range
consistent with the new Deputy City Manager's recently ratified employment
agreement, $10,500 — $12,821
Human Resources Department
• Add the new classification of Human Resources Manager, with a monthly salary
range of $7,999 - $9,768
Public Works Department
• Add the new classification of Deputy Director of Public Works — Engineering, with a
monthly salary range of $9,622 — $11,750
• Add the new classification of Deputy Director of Public Works — Operations, with a
monthly salary range of $9,254 — $11,300
• Modify the monthly salary range of Water Services Manager to $8,861 — $10,820 for
purposes of internal equity
Judicious use of these classifications to fill some of our vacant positions will allow the City to
achieve significant cost savings while continuing to provide quality services to the public.

RESOLUTION NO. 13 -09
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, AMENDING THE CLASSIFICATION
AND COMPENSATION PLANS FOR THE CITY OF TUSTIN
WHEREAS, the City Council of the City of Tustin, California (the "City ") has
authorized and directed, under the provisions of the City's Personnel Rules, Resolution
No. 10 -94, the preparation of a Classification and Compensation Plan for all employees
in the City service; and
WHEREAS, Resolution No. 10 -94 requires that amendments or revisions to the
Classification and Compensation Plan be approved by resolution of the City Council;
and
WHEREAS, the City Council has periodically amended the Classification and
Compensation Plans when appropriate; and
WHEREAS, the City has determined the need to amend the Classification and
Compensation Plans by adding or modifying the classifications with the corresponding
salary ranges listed in Appendix A and hereby incorporated by reference:
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Tustin authorizes staff to implement the provisions of this Resolution and modify the
City's Classification and Compensation Plans to reflect the changes approved in this
Resolution.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 5`h day of February 2013.
