Councilman Prescott recently requested that staff evaluate the
possible undergrounding of utilities surrounding the Civic Center
site In review of construction plans for the Civic Center
project, all utilities exclusively serving the site will be
undergrounded However, existing utility lines to the west of the
civic center, at the rear of properties along Preble, were not
proposed for undergrounding at this time due to cost considerations
and other utility undergrounding priorities previously established
by the City Council and Redevelopment Agency
Information obtained from utility companies regarding the cost of
undergrounding utilities at the rear of properties along Preble
would be approximately $200,000 This cost would not include any
design but would include the actual undergrounding of utilities,
street and alley patching and any necessary laterals necessary to
structures on each lot With significant change orders already
having been necessary on the Civic Center site due to unforeseen
soil conditions, it is not believed at this time that the Civic
Center project budget can bear the cost of additional
undergrounding In addition, the Town Center Redevelopment funds
have been programmed in conjunction with Council approval of the
Town Center Financing Plan and the recent receipt of bond proceeds
Said bond proceeds are currently being stretched to accommodate an
escalated schedule for the Columbus Tustin Gymnasium project
In March 1991, the City Council approved the following prioritized
project list for the undergrounding of overhead utilities with the
utilization of Edison Company Rule 20A monies
1 Prospect Avenue between First Street and Beneta Way
(1992)
Yorba Street between First Street and Irvine Blvd
(1992)

3 First Street between the westerly City limits and
Pasadena Avenue (1992-93)
4 Red Hill Avenue between Copperfield Drive and the I-5
Freeway
5 Red Hill Avenue between the I-5 Freeway and Bryan Avenue
6 Bryan Avenue/Main Street between Red Hill Avenue and
Newport Avenue
7 Main Street between "C" Street and the SR55 Freeway
8 E1 Camino Real between Newport Avenue and Browning
Avenue
The City is allocated approximately $155,000 of Rule 20A monies per
year Based upon 1991 dollars and current Rule 20A allotments, it
is estimated that it will take sixteen years to fund the above
mentioned projects Should the Council or Agency wish to
reprioritize the above projects to include the alley project to the
west of the Civic Center site, direction to staff should be
provided
