HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: CITY OF TUSTIN APPLICATIONS FOR THE 2001/2002 - 2005~2006 ORANGE COUNTY COMBINED TRANSPORTATION FUNDING PROGRAMS (CTFP) SUMMARY City CoUncil adoption of the attached resolution will approve the City's applications for the Measure "M" Combined Transportation Funding Programs (CTFP). Orange County Transportation Authority (OCTA) requires Council approval as part of the application process. RECOMMENDATION It is recommended that the City Council, adopt Resolution No. 00-32 requesting the Orange County Transportation Authority (OCTA) to include the City of Tustin projects in the 2001/2002- 2005/2006 Combined Transportation Funding Programs (CTFP). FISCAL IMPACT Unknown at this time. If all of the subject applications are approved by OCTA, the City's funding obligations for various projects in the Seven-Year Capital Improvement Program will be reduced by over $11 million. DISCUSSION On February 1, 2000, OCTA issued a call for project applications for various Measure "M" Programs within the CTFP for Fiscal Years (FY) 2001/2002 through 2005/2006. The applications were submitted to OCTA on June 2, 2000 to meet the CTFP deadline. Exhibit "A" of Resolution No. 00-32 designates the projects submitted by the City for FY 2001/2002 through 2005/2006 of the CTFP. The CTFP funding eligibility requirements include City Council approval of the applications. Notification of Council approval will be sent to OCTA upon adoption of the resolution. Tim D. Serlet Director of Public Works/City Engineer Keith Linker Associate Civil Engineer Attachments S:\City Council Items\00 City Coundl Items~pp for 01-02 - 05-06 CTFP.doc RESOLUTION NO. 00-32 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING THE SUBMITTAL OF THE ATTACHED IMPROVEMENT PROJECT(S) TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE COMBINED TRANSPORTATION FUNDING PROGRAMS WHEREAS, the City of Tustin desires to implement the transportation improvements listed in Exhibit "A" attached hereto and incorporated herein; and WHEREAS, the City of Tustin has been declared by the Orange County Transportation Authority to meet the eligibility requirements to receive Measure M "turnback" Funds; and WHEREAS, the City's Circulation Element is consistent with the County of Orange Master Plan of.~.-terial Highways; and WHEREAS, the City of Tustin will provide matching funds for each project as required by the Orange County Combined Transportation Funding Program Procedures Manual; and WHEREAS, the Orange County Transportation Authority' intends to allocate funds for transportation improvement projects within the incorporated cities and the County; and WHEREAS, the City of Tustin will not use Measure M funds to supplant Developer fees or other commitments; and NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Tustin hereby requests the Orange County Transportation Authority allocate funds in the amounts specified in the City's applications to said City from the Combined Transportation Funding Pro,ams. Said funds shall be matched by funds from said City as required and shall be used to aid the City in the improvement of the projects listed in Exhibit "A" attached hereto and incorporated herein.
