HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/FIELD SERVICES SUBJECT: REJECTION OF ALL BID PROPOSALS FOR THE ANNUAL LANDSCAPE MAINTENANCE SERVICES FOR ASSESSMENT DISTRICT AREAS FROM JULY 1, 2000 THROUGH JUNE 30, 2001 SUMMARY Reject all bid proposals for the annual landscape maintenance services for the Assessment District areas. Four bid proposals were submitted with higher prices than the existing contract. RECOMMENDATION It is recommended that the City Council reject all bid proposals for the subject project, and authorize staff to enter into negotiations with the qualified proposers to reach a fair and reasonable price. FISCAL IMPACT None at this time. Funding will be provided in the FY 00/01 Lighting and Landscaping District budget for this service. BACKGROUND The current Landscape Maintenance Services Agreement for Assessment District Areas will expire on June 30, 2000. TruGreen Land Care, (formerly Accurate Landscape & Maintenance, Inc.), has been providing landscape maintenance services for this area since July 15, 1996. The current annual cost is $149,546.92. The proposed contract will provide all daily and periodic landscape maintenance needs for the Assessment District areas for the FY 2000/2001, with the option of three, one-year extensions through June 30, 2004. Four proposal packets were received on April 27, 2000 and were evaluated, based on experience, staffing, licenses, management approach, and cost by Field Services' staff. All proposals were deemed to be expensiVe, and exceeds the existing contract amount by a large margin. After further review, the lowest proposal was found to have numerous calculation errors that requires additional negotiations. The award of the contract is to be made at the discretion of the City and based upon experience, qualifications, and cost. The City Council is hereby requested to reject all bid proposals for the annual contract for Landscape Maintenance Services for Assessment District areas, and to authorize staff to enter into negotiations with the qualified proposers to reach'a fair and reasonable price for the required work.
