Three bid proposals were submitted with the prices ranging from two to three times the amount of the existing contract. RECOMMENDATION It is recommended that the City Council reject all bid proposals for the subject project, and authorize staff to enter into negotiations with the qualified proposers to reach a fair and reasonable price. FISCAL IMPACT None at this time. Funding will be appropriated in the City of Tustin's Landscape Operating Budget, for the fiscal year.2000/2001. BACKGROUND The current Landscape Maintenance Services Agreement for General Fund Areas will expire on June 30, 2000. Plant Control Landscape Maintenance has been providing landscape maintenance services for this area since November 11, 1996. The current annual cost is $127,268.04. The proposed contract will provide all daily and periodic landscape maintenance needs for the General Fund areas for the FY 2000/2001, with the option of three, one-year extensions through June 30, 2004. Three proposal packets were received on April 27, 2000 and were quickly evaluated, based on their cost by Field Services' staff. All proposals were deemed to be too expensive, and exceeds the existing contract amount by a large margin. Based on the discussion with the proposers the high bids have been found to be a result of the prevailing wage requirement and the misinterpretation of other contract obligations.
