HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS - IRVINE BOULEVARD REHABILITATION BETWEEN THE SR-55 FREEWAY AND PROSPECT AVENUE (CIP NO. 7160) AND PROSPECT AVENUE RECONSTRUCTION BETWEEN FIRST STREET AND IRVINE BOULEVARD (CIP NO. 7161) ISUMMARY This project will provide for the pavement rehabilitation of irvine Boulevard between the SR-55 Freeway and Prospect Avenue, and the pavement reconstruction of Prospect Avenue between First Street and Irvine Boulevard. RECOMMENDATION It is recommended that the City Council adopt Resolution.No. 00-41 approving the plans and specifications for the Irvine Boulevard Rehabilitation between the SR-55 Freeway and Prospect Avenue (CIP No. 7160) and Prospect Avenue Reconstruction between First Street and Irvine Boulevard (CIP No. 7161), and authorizing and directing the City Clerk to advertise for bids. FISCAL IMPACT The engineer's construction estimate is $430,000 for Irvine Boulevard and $280,000 for Prospect Avenue. The City's Capital Improvement Program budget for FY 1999-2000 provides sufficient funds for Irvine Boulevard, however, a request for an additional $100,000 in funding as part of the FY 2000-2001 Capital Improvement Program is required to cover the construction costs for Prospect Avenue. The City was successful in securing grant funding for this project from the Orange County Transportation Authority (OCTA) Combined Transportation Funding Program (CTFP) through the Arterial Highway Rehabilitation Program (AHRP). The AHRP provides up to 50% reimbursement for eligible construction items through the Federal Local Surface Transportation Program (LSTP), which is administered by Caltrans. The City received Authorization to Proceed to the construction phase from Caltrans on May 19, 2000. BACKGROUND The Irvine Boulevard Rehabilitation Project will provide for the removal and replacement of damaged asphalt concrete pavement, repair of existing curb and gutter, construction of an asphalt concrete surface course, and replacement of the traffic striping. The Prospect Avenue Reconstruction Project will provide for the total reconstruction of the asphalt concrete pavement, replacement of damaged curb and gutter, and replacement of the traffic striping. Approval of Plans and Specifications and Authorization to Advertise for Bids - Irvine Boulevard Rehabilitation between the SR-55 Freeway and Prospect Avenue (CIP No. 7160) and Prospect Avenue Reconstruction between First Street and Irvine Boulevard (CIP No. 7161) June 5, 2000 Page 2 The tentative schedule for this project is as follows: Authorization to advertise for bids ......................................................... 6/5/00 First Legal Advertisement .................................................................... 6/16/00 Second Legal Advertisement ....................................... : ....................... 6/23/00 Bid Opening ......................................................................................... 7/12/00 Award of Contract .................................................................................. 8/7/00 Commence Construction ....................................................................... 9/5/00 Complete Construction ....................................................................... 11/22/00 Director of Public Works/City Engineer )Jer~/~Otteson Assistant Civil Engineer TDS:JO:ccg:Advertise bids Irvin~Prospect & Reso #00-41 .doc A~achments ~5 27 RESOLUTION NO. 00-41 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR IRVINE BOULEVARD REHABILITATION BETWEEN THE SR-55 FREEWAY AND PROSPECT AVENUE (CIP NO. 7160) AND PROSPECT AVENUE RECONSTRUCTION BETWEEN FIRST STREET AND IRVINE BOULEVARD (ClP NO. 7161) WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the rehabilitation of Irvine Boulevard between the SR-55 Freeway and Prospect Avenue and the reconstruction of Prospect Avenue between First Street and Irvine Boulevard; and WHEREAS, the City Engineer presented plans and specifications for the construction of said work; and NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer be, and are hereby approved, as the plans and specifications for: Irvine Boulevard Rehabilitation between the SR-55 Freeway and Prospect Avenue (CIP No. 7160) and Prospect Avenue Reconstruction between First Street and Irvine Boulevard (CIP No. 7161) AND BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the plans and specifications; AND BE IT FURTHER RESOLVED that these projects are categorically exempt from the requirements of the California Environmental Quality Act; Class I Section 15301' Existing Facilities, and is categorically excluded per the National Environmental Policy Act, 23 CFR 771.117; · PASSED AND ADOPTED at a regular meeting of the City Council of the City of th Tustin held on the 5 day of June 2000.
