REGULAR MEETING OF THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY

The meeting was called to order bY Chair Wodey at 12:28 a.m. at the Council Chamber, 300
Centennial Way, Tustin, Califomia.

It was moved by Wodey, seconded by Potts, to approve the Redevelopment Agency
Minutes of April 17, 2000..

It was moved by Wodey, seconded by Potts, to adopt the following Resolution No. RDA 00-4
approving the proposed Housing Deficit Reduction Plan for the Town Center Redevelopment
Project Area:
RESOLUTION "NO. RDA 00-4 - A RESOLUTION OF THE COMMUNITY
REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE
HOUSING DEFICIT REDUCTION PLAN FOR THE TOWN CENTER REDEVELOPMENT
PROJECT AREA
Motion carried 5-0.
CONSULTANT SERVICES AGREEMENT WITH INTERRA STRATEGIES, INC. FOR
PROVISION OF DEVELOPMENT ADVISOR/IMPLEMENTATION COORDINATION
SERVICES FOR DEVELOPMENT OF TUSTIN LEGACY
It was moved by Wodey, seconded by Potts, to authorize the Executive Director to execute a
Consultant Services Agreement between the Tustin Community Redevelopment Agency and
Interra, Inc. for provision of Developer Advisor/Implementation Coordination services to the
Agency for Tustin Legacy, subject to planning and implementation activities related to City
Attomey approval of the subject agreement.
Motion carried 5-0.

ADJOURNMENT - Chair Thomas adjourned the meeting at 12:28 a.m. The next regular
meeting of the Redevelopment Agency was scheduled for Monday, May 15, 2000, at 7:00 p.m. in

EXCLUSIVE AGREEMENT TO NEGOTIATE A DISPOSITION AND DEVELOPMENT
AGREEMENT AND GROUND LEASE FOR UTT JUICE PROPERTY LOCATED IN THE
VICINITY OF MAIN STREET AND PROSPECT AVENUE
Jim Draughon, Senior Project Manager, reported staff had discussions with Burge
Corporation and Gallo Corporation to establish a comprehensive development proposal to
serve as the framework for requesting authority to enter exclusive negotiations regarding the
UTT Juice property; the proposal called for 32,000 square feet of mixed retail, commercial
and professional offices configured in two stories; and it would be anchored by a 6,000
square foot restaurant at Main and Prospect, with 6,800 square feet of ground floor retail and
19,000 sqUare feet of second story office use. The proposal called for an unsubordinated

ground lease on the property with a purchase option at year 10; if negotiations were
successful, staff would prepare documentation as required under California Redevelopment
Law; and subject to the Agency's approval, it was anticipated construction could start by eady
2001.
It was moved by Wodey, seconded by Saltarelli, to authorize the Executive Director to
execute an Exclusive Agreement to Negotiate between the Tustin Community
Redevelopment Agency and Burge Corporation and Gallo Corporation.
Motion carried 5-0.

APPROVAL OF CONSULTING SERVICES AGREEMENT FOR THE PREPARATION OF
REDEVELOPMENT PLAN ADOPTION MATERIALS FOR THE MCAS TUSTIN LEGACY
PROJECT AREA
It was moved by Doyle, seconded by Saltarelli, to authorize the Assistant City Manager to
execute a Consulting Services Agreement by and between the Tustin Community
Redevelopment Agency and Keyser Marston Associates, Inc.
Motion carried 5-0.
