AWARD OF CONTRACT FOR THE CONSTRUCTION OF THE CATCH BASIN
INSERT PROJECT FY 2002/03 (PROJECT NO. 402-6222)
SUMMARY
Bids for the Catch Basin Insert Project FY 2002/03 (Project No. 402-6222) have been received
and a construction contract is ready to be awarded. Under the provisions of the Regional Water
Quality Control Board Santa Ana Region National Pollutant Discharge Elimination System
(NPDES) Permit, the City is required to demonstrate progress in the removal of pollutants prior to
their entry into the storm drain system. The Catch Basin Insert Project FY 2002/03 (Project No.
402-6222) will assist the City in compliance with this aspect of the NPDES permit.
RECOMMENDATION
It is recommended that the City Council award the construction contract for the Catch Basin Insert
Project FY 2002/03 (Project No. 402-6222) to United Storm Water Inc., the Iow bidder in the
amount of $79,682.00 and authorize the Mayor and the City Clerk to execute the contract
documents on behalf of the City.
FISCAL IMPACT
The FY 2002-2003 Public Works Department/Engineering Division Operating Budget provides for
the funding of activities required to comply with the Regional Water Quality Control Board Santa
Ana Region NPDES permit. Grant funds from the County of Orange Urban Runoff Matching
Grant Program will supplement the City's share of costs by a 50% match amount. The City's
Public Works Department/Engineering Division Operating Budget includes sufficient funding to
cover all costs associated with the installation of the Catch Basin Insert Project FY 2002/03
(Project No. 402-6222).
BACKGROUND
The City currently owns and maintains nearly 700 catch basins, which serve as inlets into the
storm drain system. The City has evaluated its inventory of catch basins and selected 143
locations that would benefit from the catch basin inserts. The catch basin inserts are an
economical and effective means to remove trash, organic material, debris, and other pollutants
prior to their entry into the storm drain system.

Bids were opened on September 5, 2002, and the five (5) bids received are summarized as
follows:
