FISCAL IMPACT: The Tustin High School Associated Student Body is requesting the City Council appropriate $2,500 from the Community Promotions Account (01-801-6906) to cover the cost of candy and decorations for the "Tiller Trick or Treat" event. BACKGROUND: The "Tiller Trick or Treat" event offers a safe Halloween experience to children attending Thorman, Estock, Veeh, Nelson, Lambert, Beswick and Benson Elementary Schools. Attendance at the 1996, 1997, 1998, 1999, 2000 and 2001 events totaled over 1,200 children each. The City Council in the past has granted allocations of $2,000 in 1996 and 1997, and $2,500 in 1998, 1999, 2000 and 2001. Tustin High School students are responsible for implementing the evening's program, which leads children on a trick or treat journey through many of the classrooms at Tustin High. In the Halloween theme, each classroom is creatively decorated, and all children who enter receive a special treat (candy). Christina Byington and Luz Quinones, representing the Associated Student Body, and Gerry Aust, Interim Assistant Principal, will be in attendance at the October 7, 2002 City Council meeting to answer any questions.
