HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: APPROVAL OF PERMANENT PARKING ON THE NORTH SIDE OF KELLER DRIVE AND SPECIAL EVENT PARKING ON ROBINSON DRIVE ON WEEKENDS, HOLIDAYS AND FOR SPECIAL EVENTS SUMMARY There is a demand for additional parking for special events occurring at the Tustin Sports Park and at Tustin Ranch Elementary School. By authorizing permanent parking on the north side of Keller Drive during weekends, holidays, and special events; and by authorizing parking on Robinson Drive for City and school approved events on an as needed basis, the demand for additional parking at these facilities will be accommodated. RECOMMENDATION It is recommended that the City Council approve the following actions: 1. Authorize permanent parking on the north side of Keller Drive during weekends, holidays and for special events; and, 2. Authorize parking on Robinson Drive on an as-needed basis. FISCAL IMPACT The recommended actions will necessitate the modification of seven (7) street parking signs on Keller Drive. Funding for the sign modifications is available in the Public WOrks Department/Engineering Division's Sign Budget (Account No. 402-6625). BACKGROUND In response to recent concerns, staff investigated the possibility of modifying the current no parking conditions on Keller Drive and Robinson Drive adjacent to the Tustin Sports Park and the Tustin Ranch Elementary School. The parking modifications would allow permanent on-street parking on weekends, holidays, and during special events. Parking on Keller Drive and Robinson Drive is currently prohibited at all times. The land uses adjacent to Keller Drive include condominiums along the south side of the street and Tustin Ranch Elementary School and the Tustin Sports Park along the north side of the street. Robinson Drive is a curvilinear street that serves the Tustin Sports Park and Tustin Ranch Elementary School along the east and south side of the street; and single-family homes, condominiums, apartments, and a portion of the Tustin Ranch Golf Course along the west and north side of the street. Due to the curvilinear nature of the street the need for adequate sight distance is critical to provide driver reaction time to avoid possible collisions. Robinson Drive is currently striped for Class II bicycle lanes on both sides of the street and is shown on the City's Approval of 'Permanent Parking on the North Side of Keller Drive and Special Event Parking on Robinson Drive on Weekends, Holidays and for Special Events October 7, 2002 Page 2 Master Bikeway Plan in the Circulation Element of the Tustin General Plan. The striped bicycle lanes on Robinson Drive are currently 8-feet wide. 'This is the same area that would be occupied by vehicles that would be allowed to park on Robinson Drive. This area is not sufficient to accommodate parked vehicles and bicycles at the same time, thereby, forcing bicycles into travel lanes. The bicycle lanes on Robinson Drive are also included on the adopted Orange County Commuter Bikeways Strategic Plan. To remove the bicycle lanes on Robinson Drive to allow on- street parking would require a City General Plan amendment and an amendment to the County's Commuter Bikeways Strategic Plan. DISCUSSION The Tustin Sports Park and the Tustin Ranch Elementary School have 185 parking spaces available to serve these facilities. Reciprocal parking is allowed pursuant to an agreement approved by the Tustin Unified School District and the City of Tustin. Based upon staff observations during the weekends it appears there is sufficient parking to accommodate demands except during special events. During the weekend of September 28th and 29th, 2002, the parking lot was observed to be less that half full during the busiest time on Saturday the 28th. Currently, the City allows occasional parking on Keller Drive and Robinson Drive on an as needed basis to support the additional parking demands during special events. The bicycle lanes are temporarily closed during periods when parking is allowed on Robinson Drive. During the past 20- months the City has received 10 requests to allow parking on Keller Drive and Robinson Drive to accommodate special events (AYSO sign-ups, Easter Egg Hunt, various school functions, etc.). Typically, the additional on-street parking is sufficient to accommodate the event. Staff has contacted Merit Properties, who manage the Mandevilla Tract of homes (Tract 13746), and requested their opinion Qf permanent parking on Keller Drive. They verbally indicated that they would be opposed to permanent parking on the south side of Keller Drive adjacent to their homes. However, they did not feel that permanent parking on weekends, holidays, and during special events on the north side of Keller Drive would present a problem for the occupants of the homes. It is recommended that parking on the north side of Keller Drive be modified to allow permanent parking during weekends, holidays and during special events. It is also recommended that parking restrictions on Robinson Drive remain and that parking be allowed on Robinson Drive on an as needed basis, due to the presence of bicycle lanes and sight distance requ. irements.
