HUSTON, CITY MANAGER POLICE DEPARTMENT LOCAL LAW ENFORCEMENT BLOCK GRANT PROGRAM SUMMARY The Omnibus Appropriations Act for fiscal year 1999 (Public Law 105-119) authorizes the Director of the Bureau of Justice Assistance (BJA) to make funds available to local government under the Local Law Enforcement Block Grant (LLEBG) programs for reducing crime and improving public safety. The Police Department proposes using the 2002- 03 LLEBG funds to purchase an upgraded CCTV video system to monitor interior facilities and holding cell/sallyport activities. This system will also allow for added security to our front desk and parking lot areas. RECOMMENDATION 1. Open and close a Public Hearing. 2. Authorize usage of funds as recommended by the Police Department. FISCAL IMPACT A fiscal impact in the amount of $7,459. The Grant award in the amount of $67,134 does require a matching amount of $7,459. BACKGROUND This year the Police Department is looking to enhance the internal and external security systems of the police building. Currently, Orange County Probation, State of California Parole, Tustin Unified School District S.A.R.B., and Orange County Central Court utilize our department as a meeting place for probationers, parolees, truants, and parties unable to meet in uncontrolled environments related to child custody exchanges. We also have eight (8) temporary, four-hour maximum, holding cells and an in-custody processing area. The current closed-circuit video monitoring system is both outdated and provides less than adequate coverage from both a security and liability standpoint. William A. Our request in this area is to maintain a proactive position and provide adequate monitoring of activities and persons within our facility. On or about August 29, 2002 a meeting of the non-binding Advisory Board, as required by the Grant, was held. The Advisory Board supported the purpose as outlined by the Police Department for expenditure of the funds. STEVE FOSTER Chief of Police SF:MB:et Attachment
