SUBJECT: AWARD OF CONTRACT FOR ANNUAL LANDSCAPE MAINTENANCE SERVICES
FOR ASSESSMENT DISTRICT AREAS FROM JULY 1, 2000 THROUGH JUNE 30,
2001, WITH THE OPTION OF THREE ONE-YEAR EXTENSIONS
SUMMARY
Award of the contract for annual landscape maintenance services to TruGreen Land Care to
provide landscape maintenance services in the City of Tustin's Assessment District Areas. The
contract will provide for all daily and periodic landscape maintenance service needs for the Fiscal
Year 2000/2001, with the option of three one-year extensions through June 30, 2004.
RECOMMENDATION
It is recommended that the City Council award the subject contract to TruGreen Land Care in the
amOunt of $188,375.20, and authorize the Mayor and the City Clerk to execute the contract
documents on behalf of the City.
FISCAL IMPACT
Sufficient funds for this contract will be appropriated in the City of Tustin's Landscape and
Lighting District Operating Budgets for the Fiscal Year 2000/2001. It is anticipated that the
Operating Budgets for the following three years will contain similar amounts for the optional three
one-year extensions.
BACKGROUND
The current Landscape Maintenance Services Agreement for Assessment District Areas will
expire on June 30, 2000. The City Council authorized advertisement for new proposals on April 3,
2000. Four proposal packets were received and evaluated on April 27, 2000. All proposals were
deemed to be expensive and exceeding the existing contract by a large margin. On June 5,
2000, the City Council rejected all proposals and authorized staff to enter into negotiations with
the qualified proposers. At the conclusion of the negotiations, TruGreen Land Care and Lanco
Landscape were requested to submit revised cost proposals. Each Proposal was evaluated
based on following categories: Experience, Staffing, Licenses, Management Approach, and
Financial Impact. The financial impact to the City was based on the reviSed cost proposals. Each
category received a numerical score. A final score was tabulated for all categories, then
averaged to determine the ranking of the proposers.

TruGreen Land Care (formerly known as Accurate Landscape & Maintenance), the current
provider for the Assessment District areas, was selected as the most qualified proposer as a
result of reviewing all the information provided by each contractor and based on their current
satisfactory performance. The negotiations resulted in a savings to the City in the amount of
$7,751.12. Lanco Landscape's annual cost was $151.16 less than that of TruGreen Land Care,
but was not selected for this contract due to also being the lowest qualified proposer for the
Annual Landscape Maintenance Services contract of the General Fund Areas.
It is the City's desire to hire separate landscape contractors for each area to provide the required
landscape services similar to the current contracts. Separate contracts for each area will provide
additional resources and flexibility in case of unsatisfactory performance in one area. It will also
enable the City to compare the level of performance within the two areas.
The City Council is hereby requested to award the annual contract for Landscape Maintenance
Services for the Assessment District Areas to TruGreen Land Care. The contract amount is
$188,375.20 per year, or $15,697.93 per month, for the period from July 1, 2000 through June
30, 2001, with the option of three one-year extensions through June 30, 2004. The extension will
be at the sole discretion of the City, subject to the contractor's overall satisfactory performance,
and based upon future consumer price index (CPI) adjustments.
