RECOMMENDATION: Pleasure of the City Council. BACKGROUND: Term expirations will occur on August 7, 2000 for Planning Commissioners Steve Kozak and Leslie Pontious; Parks and Recreation Commissioners Kenneth Eckman, Adrian Morton, and Henry Nunez; and Cultural Resources Advisory Committee Members Brent Ferdig and lan Donn. Information was made available to the public that the City Council was seeking candidates interested in serving on the Planning Commission, Parks and Recreation Commission, and Cultural Resources Advisory Committee. The information also included the number of vacancies, required qualifications, compensation, and duties. The following individuals have expressed interest and their applications are attached for City Council review: Planning Commission (2 vacancies): James Cronn, John Kevin Dill.on, Andrew N. When required, certain politicians or groups who are the focus of the debated issue will be invited to the discussion to express their view and possible solutions, and simultaneously given a date of resolvement in regards to the topic discussed. As time progresses with each issue investigated, we plan to select people to serve as role models in order to foster continued participation of students to speak up and address the issues that concern them the most. Through this method of peer leaders and mentors, the young adults will feel more in control and will bestow upon them significance and a voice in today's society. As such, the long-term goal is to encourage students to take an active, positive role in society and to serve as role models to others and to challenge issues deemed unimportant or not worthy. Much of this would occur through formal debates held in various locations. The enclosed description goes into great detail as to the set up and operat, ion of the Congress. 2. I would like to see an hour long televised program devoted to issues developed by students and young adults. The first half-hour will focus on a particular topic that the students wish t° address. They will formulate an agenda with a particular goal in mind and address the issue to a public official or some representative whom is closely related to the topic. The p .urpose being to resolve the matter or create the steps necessary to effectively bring .about a 'real world' solution to the issue addressed. It also directly challenges our public officials to be held accountable for what they declare publicly, while giving the students a voice. The second half-hour will center on phone calls devoted to individuals or groups requesting assistance for themselves or' loved ones. This allows those without the means the ability to directly access help through the hotline by communicating to the viewing public. Yet, for this program to be successful the children must have the freedom to choose the topics they wish to tackle. Adult supervisors will be present to solely guide them and advise, not to interfere or overran the show. 3. In the near future I plan on having the Grand Academy Awards for Human Service to Children. We had a favorably response by nearly all wh° were contacted and the l~rogram was quite successful for all of those involved; especially for those who were finally recognized for there outstanding effort in triumphing in their lives and helping to better the lives of others. These programs only serve as a stepping stone to the true goal: giving our young adults responsibility and a voice that counts in society. They are the forgotten citizens of our Nation and their concerns need some 'kind of a positive forum for a productive expression of ideas. THE FORUM' The project which I outline as follows would invite selected Southern California schools, both public and private, to participate in a program entitled "Pointes of Light". 36 schools, representing grades 1-12, would be chosen to participate over a three year period at a rate of 12 schools per year. THE GOAL: The goal of this program is to educate, and iff doing so, to stimulate s~udents' artistic abilities in a manner which will facilitate and encourage communication with their peers and with the people of the Soviet Union. THE METHODOL:.3Y: This program would entail a threefold approach: Presentation, Discussion, and Creative Expression. The presentation would be made in a "school assembly" setting, and would involve a brief history, demonstration, and explanation of ballet, along with a discussion of the Bolshoi and its importance in the cultural life of the Soviet people. This will be integrated with various materials from the Archives including :photographs, slides, and videotape footage, as well as actual costumes worn by Bolshoi dancers. The material in this pres=n%a~Zon ,iii be brought to life for the ;tudents by Dwight Grell, who was ~the first Westerner permited to film Bolshoi classes and rehearsals for archival purposes. Mr. Grell ~as seen nearly every performance of the Bolshoi Ballet since 1959, and' I am honored to have received his commitment to this project. Following the presentation, discussion would occur in the classroom setting, where teachers can relate the new material to the students' own experiences. Time spent in classroom discussion will cente~ upon artistic expressiQn already present in the lives of the children, with an emphasis ~upon how it "feels" to draw, paint, dance, sing, and so forth. With this focus upon the creative instincts which fuel artistic endeavor, students will be. encouraged to identify the commonality between their art and the ar~ created by the Bolshoi. In the days which follow the presentation and discussion, an artist such as myself will visit individual classrooms to assist students in interpreting their impressions via drawings, paintings, or sculptures. Though the artist will briefly introduce the students to a variety of artistic media, the emphasis will be on creative expression; children will be encouraged, to use art to express their feelings about what they have seen.
