CALL TO ORDER

PROCLAMATION - None
PUBLIC INPUT - At this time members of the public may address the City Council regarding
any items not on the agenda and within the subject matter jurisdiction of the City Council (NO
ACTION can be taken on off-agenda items unless authorized by law). If you wish to address
the City Council on any matter, please fill out one of the blue forms located on the speaker's
podium and submit to the City Clerk so that your remarks on the tape recording of the meeting
can be attributed to you. When you start to address the City Council, please state your full
name and address for the record. A Public Input portion is provided both at the beginning and
end of the meeting.
CLOSED SESSION - The City Council shall convene in closed session to confer with the
City Attorney about pending litigation to which the City is a party, El Toro Reuse Planning
Authority et. al vs. Board of Supervisors for the County of Orange, San Diego Superior Court
Case Nos. 710121 and 710123, and to confer with their negotiators pursuant to Government
Code Section 54956.8 regarding: Real Property- 170 Pasadena Avenue, Tustin, California;
Negotiators - William Huston or designee and Caltrans; Subject- Price and terms.
PUBLIC HEARING (ITEM 1)
1. GENERAL PLAN AMENDMENT 99-003 (Applicant: Parviz Shamtoub)
General Plan Amendment 99-003 is a request to amend the General Plan Land Use
Designation from "Professional Office" to "Community Commercial" for the purpose of
developing a service station and convenience store on a 22,651 square foot vacant lot
located at 17241 Irvine Boulevard. A Negative Declaration was prepared and circulated
for this project in conformance with the requirements of the California Environmental
Quality Act. On June 12, 2000, the Planning Commission recommended that the City
Council approve this project.

Recommendation from the Community Development Department:
1. Adopt the following Resolution No. 00-47 approving the environmental
determination for the project:
RESOLUTION NO. 00-47 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, CERTIFYING THE FINAL NEGATIVE
DECLARATION AS ADEQUATE FOR GENERAL PLAN AMENDMENT 99-003 AS
REQUIRED BY THE CALIFORNIA ENVIRONMENTAL QUALITY ACT
2. Adopt the following Resolution No. 00-48 approving General Plan Amendment 99-
003:
RESOLUTION NO. 00-48 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING GENERAL PLAN AMENDMENT
99-003, AMENDING THE GENERAL PLAN LAND USE DESIGNATION FROM
PROFESSIONAL OFFICE TO COMMUNITY COMMERCIAL ON A .52 ACRE
VACANT LOT LOCATED AT 17241 IRVlNE BOULEVARD
CONSENT CALENDAR (ITEMS 2 THROUGH 6)
All matters listed under Consent Calendar are considered routine and will be enacted by one
motion. There will be no separate discussion of these items prior to the time of the voting on the
motion unless members of the Council, staff .or public request specific items be discussed
and/or removed from the Consent Calendar for separate action.

PLANNING COMMISSION ACTION AGENDA- JUNE 26, 2000
All actions of the Planning Commission become final unless appealed by the City Council
or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of June 26, 2000.

RESOLUTION NO. 00-50- A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND
AUTHORIZING RECORDATION OF THE NOTICE OF COMPLETION FOR THE RED
HILL AVENUE UNDERGROUND UTILITY DISTRICT NO. 14 ON-SITE ELECTRICAL
SERVICE CONVERSIONS (CIP NO. 7156)
Recommendation: Adopt Resolution No. 00-50 accepting said work as complete and
authorize the recordation of the Notice of Completion and direct the City Clerk to: 1)
Release the Labor and Materials Bond not sooner than thirty-five (35) days after the date
of recordation of the Notice of Completion; and 2) Release the Faithful Performance
Bond not sooner than one year after the date of recordation .of the Notice of Completion;
and 3) Assuming no claims or Stop Notices are filed, it is further recommended that 35
days after the date of recordation of the Notice of Completion the City Council authorize
payment of the final 10% retention in the amount of $1,573.50 to National Electrical
Contractors, Inc. as recommended by the Public Works Department/Engineering
Division.

RESOLUTION NO. 00-49 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND

Recommendation: Adopt Resolution No. 00-49 accepting said work and authorizing the
recordation of the Notice of Completion and direct the City Clerk to: 1) Release the Labor
and Materials Bond not sooner than thirty-five (35) days after the date of recordation of
the Notice of Completion; and 2) Release the Faithful Performance bond not sooner than
one year after the date of recordation of the Notice of Completion; and 3) Assuming no
claims or stop notices are filed, it is further recommended that 35 days after the date of
recordation of the Notice of Completion the City Council authorize payment of the final
10% retention in the amount of $72,153.24 to All American Asphalt as recommended by
the Public Works Department/Engineering Division.

APPROVAL OF MINUTES - JUNE 19, 2000 REGULAR MEETING
Recommendation: Approve the City Council Minutes of June 19, 2000.

APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of $1,782,210.50 and ratify Payroll
in the amount of $1,504,962.80.

TUSTIN LEGACY: RECOMMENDATION OF SHORT-LIST FOR MEDIUM-HIGH
DENSITY RESIDENTIAL DEVELOPER COMPETITION

The City Council's confirmation of a short list of developers to proceed to the proposal
stage in the development competition for the Tustin Legacy Medium-High Residential site
is requested.
Recommendation: Confirm the recommendation of its Technical Evaluation Team to
short-list Greystone Homes, John Laing Homes, Olson/Standard Pacific and Shea
Homes as qualified to proceed to the proposal stage in competition for development of
'the Tustin Legacy Medium-High Density Residential site as recommended by the
Redevelopment Agency staff.
FEE WAIVER/PERMIT FOR TUSTIN PUBLIC SCHOOLS FOUNDATION 2000
DINOSAUR DASH
The Tustin Public Schools Foundation has requested a waiver of staff costs, equipment
rental, and permit fees for the 2000 Dinosaur Dash, which is to be held on November 5,
2000.
Recommendation: Grant a fee waiver of staff costs and equipment of $5,000 and issue a
permit for the 2000 Dinosaur Dash as recommended by the Parks and Recreation
Services Department.

ADJOURNMENT- The City Council has scheduled a Budget Workshop on Monday, July 17,
2000, at 5:00 p.m.; and the next regular meeting of the City Council is scheduled for Monday,
July 17, 2000, at 7:00 p.m. in the Council Chamber at 300 Centennial Way.
