SUBJECT: ACCEPTANCE OF PUBLIC IMPROVEMENTS AND AUTHORIZATION TO FILE
NOTICE OF COMPLETION FOR RED HILL AVENUE REHABILITATION PROJECT
FROM WALNUT AVENUE TO EDINGER AVENUE (CIP NO. 7124)
SUMMARY
Construction of the Red Hill Avenue Rehabilitation project between Walnut Avenue and Edinger
Avenue has.been completed and the project is ready for City Council acceptance.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 00-49 accepting said work and
authorizing the recordation of the Notice of Completion, and direct the City Clerk to:
1. Release the Labor and Materials Bond not sooner than thirty-five (35) days after the date of
recordation of the Notice of Completion; and
2. Release the Faithful Performance bond not sooner than one year after the date of recordation
of the Notice of Completion; and
Assuming no claims or stop notices are filed, it is further recommended that 35 days after the date
of recordation of the Notice to Completion the City Council authorize payment of the final 10%
retention in the amount of $72,153.24 to All American Asphalt. This amount, together with previous
payments of $649,379.12 represents 100% of the final contract cost.
FISCAL IMPACT
The final construction cost of this project is $721,532.36 and the 1999/2000 fiscal year Capital
Improvement Program budget provides sufficient funding for this project. Funding is provided from
Measure "M" Turnback Funds along with grant funding from the Orange County Transportation
Authority (OCTA) Combined Transportation Funding Program (CTFP) through the Arterial Highway
Rehabilitation Program (AHRP). The AHRP provides up to 50% reimbursement for eligible
construction items through the Federal Local Surface Transportation Program (LSTP), which is
administered by Caltrans.
BACKGROUND
This project provided for the resurfacing of Red Hill Avenue between Walnut Avenue and Edinger
Avenue along with repair of failed pavement areas, reconstruction of the raised concrete center
medians and minor storm drain construction. The project also provided for certain capacity
enhancing striping changes to Red Hill Avenue, which provided three (3) northbound travel lanes
from Edinger Avenue to Walnut Avenue and three (3) southbound travel lanes from Sycamore
Avenue to Edinger Avenue.

The center medians will be re-landscaped under a separate construction contract, which is currently
being advertised for bids.

RESOLUTION NO. 00-49
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA;' ACCEPTING THE WORKS OF
IMPROVEMENT AND AUTHORIZING RECORDATION OF THE
NOTICE OF COMPLETION FOR THE RED HILL AVENUE
REHABILITATION PROJECT - WALNUT AVENUE TO EDINGER
AVENUE (CIP NO. 7124)
WHEREAS, All American Asphalt, Inc. having a contract with the City of Tustin
to construct the hereinafter described public work and improvement; and
WHEREAS, the City Engineer has duly certified to the construction and
completion of said public improvements hereinafter mentioned in a manner satisfactory
to the City Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions of
the contract documentS and the Notice of Completion, and acceptance of said public work
and improvement should be filed and payment of the balance due said contract authorized
in accordance with the contract documents;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Tustin that said public work and improvement is found to be complete, and the same is
hereby accepted. Said public work ,and improvement is more particularly described as
follows'

WALNUT AVENUE TO EDINGER AVENUE- CIP NO. 7124
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is'
hereby authorized to execute and file a Notice of Completion for the acceptance of said
public works and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the Cit3; Council of the City of
Tustin, held on the 3rd day of July 2000.
