TUSTIN LEGACY: RECOMMENDATION OF SHORT-LIST FOR MEDIUM-HIGH
DENSITY RESIDENTIAL DEVELOPER COMPETITION
RECOMMENDATION
It is recommended that the Tustin City Council confirm the recommendation of its Technical
Evaluation Team to short-list Greystone Homes, John Laing Homes, Olson/Standard Pacific and
Shea Homes as qualified to proceed to the proposal stage in competition for development of the
Tustin Legacy Medium-High Density Residential site.
FISCAL IMPACT
There is no cost associated with the City Council's affirmation of a short list of developers. Costs
for the Request for Proposal (RFP) process, have been accommodated in the budget.
BACKGROUND
Agency staff recently initiated a Request for Qualifications (RFQ) process for the first three
development sites planned for disposition at Tustin Legacy. Agency staff initiated the process in
anticipation of obtaining the approximately 1,200 acres of the former MCAS-Tustin from the
Navy some time this year. The first site offered to the development community was the proposed
25.3 acre Medium-High Density Residential property at the northeast comer of Edinger and
Harvard, planned in the MCAS-Tustin Reuse Plan for up to 505 housing units, at a density not to
exceed 25 units per acre.
Notification was mailed in late November to an extensive interest list of development entities
regarding the RFQ process on the site. Press releases also were released just ahead of the release
of the RFQ package. Eighty-five (85) RFQs were requested on this oppommity and 22 responses to
the RFQ were received by the February 11, 2000 submittal deadline.

Agency staff conducted an initial screening of the 22 submittals and eliminated six for failure to
respond to or meet a minimum production criteria specifically called for in the RFQ. The remaining
16 submittals were reviewed by the members of the Tustin Legacy Technical Evaluation Team
(TET). The TET included Agency staff, principal representatives from Interra Strategies and
Economic & Planning Systems (the Development Advisors for Tustin Legacy), the City Attorney,
and two representatives of the City Council (Councilmember Tracy Worley and Councilmember
Tom Saltarelli).
The first step in the review process was a rating of each developer based upon capability, quality
and responsiveness as measured by the specific criteria in the RFQ. A standardized evaluation form
was filled out, with assignment of certain criteria categories for review based upon specific
expertise. These evaluation forms were consolidated for each submittal, resulting in an overall
numerical ranking of developers by score.
The TET members then met to review the consolidated evaluations, discuss the conclusions and
ratings they represented, and to define a short-list of top developer candidates that would be
recommended to the full City Council. The four respondents that the TET recommends be short-
listed to proceed to the Request for Proposal stage are as follows:
· Greystone Homes
· John Laing Homes
· Olson / Standard Pacific
· Shea Homes
These developers were selected as most qualified based upon a combination of their exceptional
financial and project management capability, demonstrated experience in quality residential
development projects in California, knowledge of the Orange County market, and understanding of
the goals for the site as defined in the MCAS Tustin Reuse Plan / Specific Plan. In response to
development concepts proposed by respondents, City Council members of the TET also provided
direction that the subject site was to be developed with ownership product as opposed to apartments.
The approved short list of developers will be notified of their selection and advised as to when they
will receive the Stage Two - Request for Proposals. 'Staff is currently working with its consultant
team to finalize the development information, criteria and format of the RFP. It is anticipated that
the selected developers will have approximately three months from the date of receipt of the RFP to
prepare their proposals for this residential site.
Agency staff will be available at the July 3ra meeting to respond to uestions from the City
Council on the RFQ process.
