FEE WAIVER/PERMIT FOR TUSTIN PUBLIC SCHOOLS FOUNDATION
2000 DINOSAUR DASH
SUMMARY: The Tustin Public Schools Foundation has requested a waiver of staff costs, equipment
rental, and Permit fees for the 2000 Dinosaur Dash, which is to be held on November 5, 2000.
RECOMMENDATION:
Grant a fee waiver of staffcosts and equipment of $5,500 and issue a permit for the 2000 Dinosaur Dash.
FISCAL IMPACT:
The Parks and Recreation Department, the Police Department and the Public Works Department provide
services to assist in the production and logistics of the Dinosaur Dash. This Tenth Annual 5k and 10k nm
accommodates over 3,800 participants, providing them the opportunity to contribute to a fund-raising
event for the Tustin Public Schools Foundation.
The Police Department provides nearly $1,500 in street personnel coverage and labor assistance. The
Public Works Department provides approximately $2,500 in labor assistance and equipment rental to
logistically support the event. Parks and Recreation Services provides approximately $1,500 in labor
assistance and permit processing.
DISCUSSION:
The Tustin Public Schools Foundation hosts the Dinosaur Dash as their major fund-raiser. Funds
generated from the event go directly into teacher based classroom programs. Approximately 2,600
participated in the 2k, 5k and 10k races last year. City staff has met with Joann Ruden, the Executive
Director, and Dave Hunsaker, the Event Coordinator, to review their permit details.
This year the Tustin Public Schools Foundation has been asked to coordinate radio-controlled
intersections to limit the delays of residents exiting onto major thoroughfares. Additional signage and
notification are required 30 days prior to the event to make sure all residents in the area are aware of this
large special event. City staff from the Police, Public Works and Parks and Recreation Departments will
coordinate street closure and traffic control duties.
The Tustin Public Schools Foundation is requesting that fee waivers for aH labor, equipment and peamits
be granted. A copy of their request is included as an attadunent to this report. A member of the Tustin
Public Schools Foundation will be in attendance at the July 3~ Council meeting to answer any questions.

The Tustin Public Schools Foundation (TPSF) is holding its Tenth Annual
Dinosaur Dash on November 5, 2000 at the Market Place in Tustin and Irvine.
We are writing to respectfully request the necessary permits required to hold
such an evem in the city, including the banner permit.
In the past, your office has been kind enough to handle all necessary permits
and to prepare a report for the City Council requesting a waiver of all permit
fees and costs incurred by the police department and field services. Can you
do so again this year? At this time there are no significant changes planned
from last year.
