HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMI~NTIENGINEERING DIVISION' SUBJECT: AWARD OF CONTRACT FOR THE CONSTRUCTION COMMUTER RAIL STATION (CIP NO. 7138) OF TUSTIN SUMMARY Award of this project will provide for construction of a Commuter Rail Station near the northwest corner of Jamboree Road and Edinger Avenue. The Station will provide commuter rail service to San Diego, Riverside-San Bernardino Counties, and Los Angeles. RECOMMENDATION It is recommended that the City Council award the construction contract for the Tustin Commuter Rail Station to Urbantec Engineers, Inc. of Orange, California, in the amount of $4,190,000.00, and authorize the Mayor and City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT Committed funding sources include: Proposition 116 monies, State of California Transit Capital Improvement Program funds, OCTA Measure 'M' Rail Program, OCTA Transportation System Management/Transportation Demand Management (TSM/TDM) Program, Growth Management Area (GMA), and AB 2766 (AQMD Vehicle Registration). There are adequate funds at this time to complete construction of this project. BACKGROUND Bids for the Tustin Commuter Rail Station were opened on April 27, 2000. There were five (5) bids received and the results are as follows: 1. Urbantec Engineers, Inc., Orange .......................................... $4,190,000 2. S.J. Amoroso Construction Inc., Costa Mesa ............................ $4,740,000 3. Baltimore Construction, Los Angeles ....................................... $4,795,000 4. G.B. Cooke, Inc .................................................................. $5,057,000 5. Dennis J. Amoroso Construction, Anaheim ............................... $5,794,000 The Iow bid for the project is approximately 2% below the engineer's estimate of $4,276,000. The references and the Contractor's State License for Urbantec Engineers, Inc. have been checked and are appropriate for this project. Award of Contract for the Construction of Tustin Commuter Rail Station (CIP No. 7138) July 17, 2000 Page 2 This project provides for the construction of a new commuter rail station with a parking lot facility for 324 vehicles, double platforms, a pedestrian undercrossing, and related station amenities. Amenities include: canopies, benches, information kiosk, ticket vending machines, newspaper racks, telephone service, rubbish cans, bike racks, and a drinking fountain. The station will serve Commuter rail traffic only and will not provide Amtrak nor freight service. Tim D.
