HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS - CANOPY FOR STREET SWEEPER UNLOADING AREA- NPDES COMPLIANCE (CIP NO. 1036) SUMMARY This project will provide for the construction of a canopy for the Street Sweeper Unloading Area and a new connection to the sanitary sewer at the Field Services Maintenance Yard. This project is necessary to protect the quality of waters of the state and to insure compliance with the City's National Pollutant Discharge Elimination System (NPDES) Permit. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 00-58 approving the plans and specifications for a canopy for the Street Sweeper Unloading Area at the Field Services Maintenance Yard (CIP No. 1036), and authorizing and directing the City Clerk to advertise for bids. FISCAL IMPACT The engineer's construction estimate is $150,000. The City's Capital Improvement Program budget for FY 2000-2001 provides sufficient funds for this work. It is anticipated that there will be a cost savings of approximately $17,000 per year due to the ability to wash maintenance vehicles at the Field Services Maintenance Yard. BACKGROUND The canopy at the cleaning facility at Field Services is being constructed in order to prevent surface water from entering the sanitary sewer. The new sanitary sewer connection is being constructed because the City's NPDES Permit prohibits discharge of the wastes generated at the street sweeper unloading area into the storm drain system. The canopy and new sewer connection will also provide Field Services with the ability to wash maintenance vehicles at the Field Services Yard. Serlet Director of Public Works/City Engineer TDS:KL:cc:Advertise bids Canopy & Reso #00-58.doc Attachments Keith Linker Associate Civil Engineer 20 2~ 25 2~ 27 23 RESOLUTION NO. 00-58 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR A CANOPY FOR STREET SWEEPER UNLOADING AREA- NPDES COMPLIANCE (CIP No. 1036) WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of a Canopy Structure at the Field Services Street Sweeper Unloading Area; and WHEREAS, the City Engineer presented plans and specifications for the' construction of said work; and NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer be, and are hereby approved, as the plans and specifications for: Canopy for Street Sweeper Unloading Area - NPDES Compliance (CIP No. 1036) AND BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the plans and specifications; AND BE IT FURTHER RESOLVED that this project is categorically exempt from the requirements of the California Environmental Quality Act; Class I Section 15303: Existing Facilities; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 7th day of August 2000.
