CALL TO ORDER INVOCATION - Councilmember Potts PLEDGE OF ALLEGIANCE ROLL CALL PROCLAMATION - None PUBLIC INPUT - At this time members of the public may address the City Council regarding any items not on the agenda and within the subject matter jurisdiction of the City Council (NO ACTION can be taken on off-agenda items unless authorized by law). If you wish to address the City Council on any matter, please fill out one of the blue forms located on the speaker's podium and submit to the City Clerk so that your remarks on the tape recording of the meeting can be attributed to you. When you start to address the City Council, please state your full name and address for the record. A Public Input portion is provided both at the beginning and end of the meeting. CLOSED SESSION - At 6:00 p.m. the City Council will convene in closed session to confer with its labor negotiator, Arlene Marks, Human Resources Manager, regarding 1) Tustin Police Management Association; and 2) Tustin Police Officers Association. PUBLIC HEARING - None CONSENT CALENDAR (ITEMS 1 THROUGH 11 ) All matters listed under Consent Calendar are considered routine and will be enacted by one motion. There will be no separate discussion of these items prior to the time of the voting on the motion unless members of the Council, staff or public request specific items be discussed and/or removed from the Consent Calendar for separate action. . APPROVAL OF MINUTES - AUGUST 21,2000 REGULAR MEETING Recommendation: Approve the City Council Minutes of August 21,2000. . APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation: Approve Demands in the amount of $1,354,482.10 and ratify Payroll in the amount of $401,715.26. PLANNING COMMI,..olON ACTION AGENDA- AUGUS-~ ._8, 2000 All actions of the Planning Commission become final unless appealed by the City Council or member of the public. Recommendation: Ratify the Planning Commission Action Agenda of August 28, 2000. . AGREEMENT FOR CITY'S PARTICIPATION IN THE NEWPORT BAY/SAN DIEGO CREEK WATERSHED FEASIBILITY STUDY Recommendation: Approve the Agreement with the County of Orange to provide funding for the U.S. Army Corps of Engineers Feasibility Study in the Newport Bay/San Diego Creek Watershed and authorize execution of the Agreement by the Mayor and City Clerk as recommended by the Public Works Department/Engineering Division. , AUTHORIZATION TO EXPEND FUNDS, SOLE SOURCE VENDOR Recommendation: Authorize staff to utilize budgeted funds to purchase the Dictaphone Freedom Recording System as recommended by the Police Department. . CEDAR GROVE PARK STATUS OF ON-SITE PARKING Recommendation: Refer this item to the City's Parks and Recreation Commission to identify and evaluate alternatives for providing additional parking for Cedar Grove Park as recommended by the Public Works Department/Engineering Division. o RESOLUTION NO. 00-63, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN Recommendation: Adopt Resolution No. 00-63 changing the classification title of Human Resources Manager to Human Resources Director, the title of Senior Personnel Analyst to Senior Human Resources Analyst and the title of Personnel Analyst to Human Resources Analyst as recommended by the Human Resources Manager. o CLAIM OF KARl WATSON- CLAIM NO. 00-18 Recommendation: Reject the claim and direct the City Clerk to send notice thereof to the claimant and the claimant's attorneys as recommended by the City Attorney. o CLAIM OF RANDI SHAPIRO- CLAIM NO. 00-28 Recommendation: Reject the claim and direct the City Clerk to send notice thereof to the claimant and the claimant's attorneys as recommended by the City Attorney. 10. CLAIM OF JEFF PITTMAN- CLAIM NO. 00-21 Recommendation: Reject the claim and direct the City Clerk to send notice thereof to the claimant and the claimant's attorneys as recommended by the City Attorney. 11. CLAIM OF SON NGUYEN- CLAIM NO. 00-14 Recommendation: Reject the claim and direct the City Clerk to send notice thereof to the claimant and the claimant's attorneys as recommended by the City Attorney. REGULAR BUSINESS ( ITEMS 12 THROUGH 13 ) 12. RECREATION PROGRAMMING AT HEIDEMAN AND BESWICK SCHOOLS At the August 21,2000 City Council meeting, Council requested a follow-up report on the :i Agenda -'- City Council September 5, 2000 - Page 2 status of recreation and sports programming for Heideman and Beswick Schools. A presentation was made by representatives of the United States. Youth Athletic Network, along with principals from the local schools, seeking City support for the continuance of an after school program for soccer instruction at Heideman and Beswick Schools. Recommendation: Continue to direct Parks and Recreation Services Department to provide after school programs at both Heideman and Beswick Schools in cooperation with the school principals as recommended by the Director of Parks and Recreation Services. 13. MEDIA ONE STATUS REPORT This item has been placed on the agenda at the request of Councilmember Doyle to discuss the Media One acquisition by AT&T and the effects of the transition to new service. Recommendation: Pleasure of the City Council. OTHER BUSINESS - City Manager, City Attorney, City Council COMMITTEE REPORTS - city Council ADJOURNMENT - The next regular meeting of the City Council is scheduled for Monday, September 18, 2000, at 7:00 p.m. in the Council Chamber at 300 Centennial Way.
