CITY COUNCIL REGULAR MEETING
CITY OF TUSTIN
OCTOBER 2, 2000
PUBLIC SESSION- 7:00 P.M.
INTERVIEWS - The City Council will conduct interviews for planning Commission and
Cultural Resources Advisory Committee vacancies at 5:30 p.m. in the City Council Chamber.

PROCLAMATION - None
PUBLIC INPUT - At this time members of the public may address the City Council regarding
any items not on the agenda and within the subject matter jurisdiction of the City Council (NO
ACTION can be taken on off-agenda items unless authorized by law). If you wish to address
the City Council on any matter, please fill out one of the blue forms located on the speaker's
podium and submit to the City Clerk so that your remarks on the tape recording of the meeting
can be attributed to you. When you start to address the City Council, please state your full
name and address for the record. A Public Input portion is provided both at the beginning and
end of the meeting.
PUBLIC HEARING (ITEM 1 )
1. AMENDMENT TO THE SEXUALLY ORIENTED BUSINESSES CODE
The City Council adopted Ordinance No. 1204 in 1998 to regulate sexually oriented
businesses. Since then, the Federal Court has made several revisions to the law
regulating expressive conducts that are protected by the First Amendment to the United
States Constitution. These revisions affect the City's process in investigating, issuing and
revoking sexually oriented business permits. As such, a code amendment is being
proposed to comply with recent court decisions.
Recommendation: Have first reading by title only and introduction of the following
Ordinance No. 1231 as recommended by the Community Development Department:

All matters listed under Consent Calendar are considered routine and will be enacted by one
motion. There will be no separate discussion of th~se items prior to the time of the voting on the
motion unless members of the Council, staff or public request specific items be discussed
and/or removed from the Consent Calendar for separate action.

APPROVAL OF MINUTES - SEPTEMBER 18, 2000 REGULAR MEETING
Recommendation: Approve the City Council Minutes Of September 18, 2000.

APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of $2,098,239.10 and ratify Payroll
in the amount of $382,784.40.
AUTHORIZATION TO EXPEND FUNDS - MDS PROJECT
Recommendation.: Authorize the expenditure of Asset Forfeiture funds to BreaMDS to
meet City's 25% funding responsibility as recommended by the Police Department.
CERTIFIED LOCAL GOVERNMENT 2000 GRANT
Recommendation by the Community Development Department:
1)
Adopt the following Resolution No. 00-67 authorizing staff to enter into an
agreement with the State Office of Historic Preservation for a Certified Local
Government grant:
RESOLUTION NO. 00-67 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, AUTHORIZING AN AGREEMENT BETVVEEN
THE CITY OF TUSTIN AND THE STATE OFFICE OF HISTORIC
PRESERVATION FOR A CERTIFIED LOCAL GOVERNMENT GRANT
2) Authorize the Community Development Director or designee as the agent for the
City to coordinate, process and execute all documents within the scope of the grant
project; and
· 3) Agree that all required local matching funds or in-kind services be provided by the
City for the proposal.
PLANNING COMMISSION ACTION AGENDA- SEPTEMBER 25, 2000
All actions of the Planning Commission become final unless appealed by the City Council
or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of September 25,
2000.

8. REVIEW OF THE NEW SOLID WASTE MANAGEMENT CONTRACT
This report reviews the development, approval, and implementation of the new solid
waste management services contract with Federal Disposa! Service.
Recommendation: Receive and file subject report.
9. TUSTIN HIGH SCHOOL TILLER TRICK OR TREAT REQUEST
The Associated Student Body at Tustin High School is seek!ng a contribution of $2,500 to
cover the cost of candy and decorations for the "Tiller Trick or Treat" event.
Recommendation' Pleasure of the City Council.
10. APPOINTMENT OF COMMISSION/COMMITTEE MEMBERS
The City Council will cast ballots to appoint members to the Planning Commission and
Cultural Resources Advisory Committee.
Recommendation: Pleasure of the City Council.

COMMITTEE REPORTS.- City Council
CLOSED SESSION - The City Council will convene in Closed Session to confer with their
labor negotiator, Arlene Marks, Director of Human Resources, regarding Tustin Police Support
Services Association.
ADJOURNMENT - The next regular meeting of the City Council is scheduled for Monday,
October 16, 2000, at 7:00 p.m. in the Council Chamber at 300 Centennial Way.
