RECOMMENDATION
Receive and file.
FISCAL IMPACT
It is estimated that the proposed fencing /railing will cost
approximately $700 00 - $800 00 This amount can be funded from within
the proposed 1994 -95 Public Works Department Operating Budget
BACKGROUND
As a part of the Tustin Ranch Development, a regional Equestrian and
Bicycle Trail was planned for the area between the Peter's Canyon Wash
Bridge at Jamboree Road and the Lower Peter's Canyon Regional Park at
the end of the Peter's Canyon Road cul -de -sac This trail is to be
constructed in two phases The first phase has been completed and is
located along the westerly side of Jamboree Road and the southerly side
of Portola Parkway. The second phase is scheduled to commence
construction in the Fall of 1994 and will be located along the westerly
side of Tustin Ranch Road northerly of Portola Parkway and the westerly
side of Pioneer Way and the westerly edge of the proposed park and
school site to Lower Peter's Canyon Road.
The construction of Phase I Trails resulted in a termination of both
trails approximately 300 lineal feet northerly of the Jamboree Road
Bridge The trails are planned to extend under the bridge within
Peter's Canyon Wash and then continue southeasterly through the Irvine
Company property located in unincorporated territory of the County of
Orange. The bicycle trail was initially barricaded approximately 1000
feet southerly of Champion Way for traffic safety reasons and more
recently it was barricaded at the Champion Way intersection as a
convenience to the users with all bicycle /pedestrian users being
directed to the on- street bike lane and sidewalk areas of Jamboree Road.
DISCUSSION
Staff was requested to re- evaluate the closed area of the trail and
determine if another solution would be appropriate. It was determined
that the barricades at both locations could be removed, but it is
recommended that some type of fence and /or railing be installed in back
of the curb and gutter and extend approximately 12 -15 feet beyond each
Join point of where the off - street biketrail joins the Jamboree Road
sidewalk

This fencing /railing will preclude cyclist, skate boarders or roller
bladers from directly entering the travelway of southbound Jamboree Road
at the location where the trail joins the Jamboree sidewalk.
The fencing /railing installation and removal of the two barricades will
be completed by mid- September 1994
