HomeMy WebLinkAboutPOWERPOINT -SPECIFIC PLAN AMENDMENTSpecific Plan Amendment 2012-002 MCAS Tustin Specific Plan February 19, 2013 SPA 2012-002 ' The MCAS Tustin Specific Plan (adopted in 2003) is a dynamic, document that is intended to be flexible and responsive to changes in the marketplace. Currently: ' Residential dwelling units and non-residential ADTs may be transferred between Planning Areas/Neighborhoods if no increase to the total units (except density bonus granted). ' Consistent with authorized uses within each neighborhood, exchanges of square footages between approved land uses in the Non -Residential Land Use/Trip Budget may be approved. 41 Park acreage may be transferred between Planning Areas and/or Neighborhoods provided that such transfer does not increase the total units or square footages allowable in the overall Specific Plan, except for any density bonus granted. SPA 2012-002 9 Figures 3-1, 3-2 Figures 3-1 (Land Use Statistical Analysis Organized by Land Use Designation), and 3-2 (Land Use Plan Statistical Analysis Organized by Neighborhood) are proposed to be simplified and consolidated. ' Marine Corps buildings are gone. "Existing "and "Potential" floor area is no longer relevant. "Total" square footage is accurate depiction of planned development at Tustin Legacy. 20 footnotes complicates understanding of the information summarized in each Figure. Footnotes are repetitive of information contained elsewhere in the Specific Plan. SPA 2012-002 IV Table 3-3 A Trip Budget tracking system was established by Neighborhood to monitor and report on the traffic implications of each development project which involves non-residential uses. ' Specific Plan Table 3-3 (Trip Budget) is a static reflection of the trips allowed by Neighborhood at the time the EIR and Specific Plan were approved. SPA 2012-002 IV Table 3-3 6 The Community Development Department and Public Works Department will continue to maintain the Trip Budget Tracking form, keep it up to date as development occurs at Tustin Legacy, and include an accurate status each year as part of the City's Mitigation Monitoring Status Report for Tustin Legacy. ' The Trip Budget Tracking form includes Assumed, Approved and Remaining Trips for the Neighborhood and is reviewed as part of the environmental process for each future development project. SPA 2012-002 10 An EIS/EIR, Addendum and Supplemental EIR have been adopted to support the approved reuse and development of Tustin Legacy. SPA 2012-002 does not increase or modify development potential at Tustin Legacy. 10 SPA 2012-002 is proposed to clarify, consolidate, simplify and update the MCAS Tustin Specific Plan. The proposal would not increase the overall development potential or residential capacity currently allowed by the MCAS Tustin Specific Plan. 10 SPA 2012-002 (Ordinance No. 1426) is consistent with the City Council approved Disposition Strategy. 10 Recommended that the City Council introduce and have first reading of Ordinance No. 1426, approving Specific Plan Amendment (SPA) 2012-002.
