REPAIR PROJECT FY 2000-2001 (PROJECT NO. 402-6235)
SUMMARY
This project provides for removal and replacement of sidewalk and curb and gutter, drive aprons
and parkway trees at various locations throughout the City to correct tripping hazards. This
project will also provide for the addition of new sidewalk at certain locations in the City where there
is no existing sidewalk.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 00-70 approving the plans and
specifications for the Annual .Sidewalk and Curb and Gutter Repair Project FY 2000-2001 and
authorizing and directing the City Clerk to advertise for bids.
FISCAL IMPACT
The engineer's construction contract estimate is $129,000.00 and the City's Public Works
Department/Engineering Division Operating Budget (Account No. 01-402-6235) provides sufficient funds
to cover all of the costs associated with this annual project. This work is part of the City's on-going
Maintenance of Effort requirements for compliance with Measure M.
BACKGROUND
This project provides for the removal and replacement of concrete sidewalk, curb and gutter and drive
aprons to correct tripping hazards at approximately 135 locations throughout the City.
Some of the areas slated for sidewalk replacement have been reconstructed at least once during the
last 5 years. Recurring damage to sidewalks can be attributed to roots of adjacent parkway trees
uplifting the sidewalk. Wrth the aid of a consultant Arborist, the Engineering Division has conducted
a survey and analysis of 14 locations where tree roots are causing sidewalk damage. The analysis,
entitled "Tree Removal and Replacement Recommendations" dated October 2000 (attached),
concludes that 10 of the existing street trees analyzed are no longer appropriate for the width of the
parkway or tree well they lie within. These trees will continue to cause damage in the future to the
adjacent sidewalk and/or curb and gutter, resulting in recurring sidewalk and/or curb and gutter
replacement costs, and will be removed with the FY 2000-2001 project.

Trees to be removed with this project will be replaced either in kind or with a species more suitable to
the parkway area available. The City's Tree Maintenance contractor will perform the tree removals
and replacements as managed by the Field Services Division. The Annual Sidewalk and Curb &
Gutter Repair Project FY 2000-2001 will fund the tree removals and replacements.
The other major function of this project is to provide a means for addressing improvements throughout
the City to comply with the Federal Americans with Disabilities Act (ADA). These locations are typically
requested by citizens and/or are identified by City staff to provide for completion of missing segments of
sidewalk to improve disablsd/pedestrian access. ADA related improvements slated for this year's
project includes construction of three segments of concrete sidewalk including the north side of Warner
Avenue frOm Red Hill Avenue to 1800' west of Red Hill Avenue, the west side of Pacific Street from
Third Street to 200' north of Third Street and at 15600 Williams Street. These areas currently have only
limited stretches of sidewalk, and construction of these missing segments will eliminate the need for
pedestrians to traverse these zones on the side of the road adjacent to vehicular travel lanes.

RESOLUTION NO. 00-70
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE
ANNUAL SIDEWALK AND CURB & GUTTER REPAIR PROJECT FY
2000-2001 (PROJECT NO. 402-6235), AND AUTHORIZING
ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin,
California to contract construction of the Annual Sidewalk and Curb & Gutter
Repair Project FY 2000-2001; and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer be, and are hereby approved, as the plans and
specifications for:
Annual Sidewalk and Curb & Gutter Repair Project
FY 2000-2001 (Project No. 402-6235).
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by, law for the receipt of sealed bids or proposals
for the performance of the work specified in the aforesaid plans and specifications.'
AND BE IT FURTHER RESOLVED that this project is categorically exempt
from the requirements of the California Environmental Quality Act; Class 2, Section
15302.
PASSED AND ADOPTED at a regular meeting of the City Council of the City
of Tustin held on the 16th day of October 2000.

SUMMARY
The purpose of this report is to analyze potential savings
opportunities for the City within the Public Works Department's
Annual Sidewalk and Curb & Gutter Repair Project. This project
locates areas within the City where tripping hazards have been
created by damaged or lifted sidewalk. Many of these repair
locations are recurring due to tree roots affecting the sidewalk even
after root pruning treatments. Removal and/or replacement of some
of the trees that have become too large'for the parkway or tree well
that they are in will benefit the annual program in the long run. The
program will benefit by not having to replace the same areas of
sidewalk every few years.
The City has retained an Arborist to survey and analyze 14
problem trees. The analyses note the location, size and species of
the trees, as well as evaluate root pruning options and length of time
before the roots heave the sidewalk again. These evaluations are
found in the "Tree Analyses" section of this report. The analyses
include map and location numbers, which refer to the maps supplied
in the "Location Maps" section of the report.
With the aid of the tree analyses, the Engineering Division has
determined which trees are unfit for the parkway or tree well size that
they are in and which trees will continue to harm the adjacent
sidewalk until removed. Ten out of the 14 trees analyzed have been
chosen to be removed and replaced with new trees in this year's .-
project a~ a cost of $2,600 for removals and $1,600 for replacements.
The total cost for reconstructing the sidewalks at those 10 locations
this year is $4,200. This cost would be recurring at approximately 3-
year intervals according to the Arborist's analyses. For tree locations
as well as costs associated with removing/replacing trees and
reconstructing sidewalk, please refer to the following table- "Tree
RemoVal and Replacement Recommendations".
