AWARD OF CONTRACT FOR CANOPY FOR STREET SWEEPER UNLOADING
AREA, NPDES COMPLIANCE (CIP NO. 1036)
SUMMARY
Bids for this project have been received and a construction contract is ready to be awarded. The
project will provide for the construction of a canopy for the street sweeper unloading area and a
new connection to the sanitary sewer at the Field Services Maintenance Yard. This project is
required to insure compliance with the City's National Pollutant Discharge Elimination System
(NPDES) Permit.
RECOMMENDATION
It is recommended that the City Council take the following actions:
1. Approve a supplemental appropriation of $95,000.00 for FY 2000-2001 from the un-
appropriated balance of the Capital Improvement Fund to the canopy for street sweeper
unloading area, NPDES Compliance Project (CIP No. 1036).
2. Award the construction contract for the canopy for the street sweeper unloading area to
Station Equipment Leasing Corp., the Iow bidder, in the amount of $220,496.75, and
authorize the Mayor and the City Clerk to execute the contract documents on behalf of the
City.
FISCAL IMPACT
The City's Capital Improvement Program Budget for FY 2000-2001 provides $175,000 for the
construction phase of this project. However, due to the Iow bid being significantly higher than the
engineer's estimate, additional funds will be needed from the Capital Improvement Fund. There are
sufficient unappropriated funds in the amount of $95,000 in the Capital Improvement Fund to finance
this project.
The apparent Iow bid is 35% higher than the engineer's estimate of $163,000. The unit prices
used in the engineer's estimate were averages based on data taken from projects of various sizes
and varying local conditions. This project is relatively small, is being constructed within a tight
working area, and must protect in place or connect to existing facilities. These physical factors,
when considered in conjunction with the current strong economy, account for the resulting higher
bids. Re-bidding this project in an effort to obtain lower bids was considered. However, with no
change anticipated in the current economic environment it is very likely that bids would come in as
high or possibly higher than the current Iow bid.

BACKGROUND
Bids for the subject project were opened September 14, 2000. There were four (4) bids received.
Two bidders were deemed non-responsive for failure to provide required payment bond (Labor
and Material Bond)information. The result of the bidding is as follows:
1. Station Equipment Leasing, Inc, Fullerton .......................................... $220,496.75
2. The Tyree Organization, Cerritos (non-responsive) ........................... $231,975.68
3. Southland, Covina (non-responsive) ............................................. : .... $247,658.30
4. Denboer Engineering and Construction, Palm Springs ....................... $296,217.00
This project is required in order to maintain compliance with the City's. NPDES Permit issued by
the Regional Water Quality Control Board prohibiting the discharge of contaminated runoff from
the street sweeper unloading area to the public storm drain system. Currently, the unloading area
is uncovered and direct rainfall picks up possible contaminants that are then discharged to the
public storm drain system. The canopy at the street sweeper unloading area will be constructed to
prevent direct rainfall from entering the unloading area. The new sanitary sewer connection will
collect the wash down water under the canopy and discharge to the sanitary sewer system. The
canopy and new sewer connection will also provide Field Services with the ability to wash
maintenance vehicles at the Field Services Yard instead of using a commercial car wash facility.
The references and the Contractor's State License for Station Equipment Leasing Corp. have
been checked and are appropriate for the subject project.
